Association Releases New LASP Comment Tool For Members
First Public Meeting Starts Tomorrow
Last month, the Transportation Security Administration (TSA) officially unveiled its public meeting schedule for the Large Aircraft Security Program (LASP). The meetings announcement comes after the TSA formally extended the comment period on the proposed rule during the NATA's Aviation Business Roundtable this past November. The new deadline for industry to submit comments is February 27, 2009.

The notice states that there will be five meetings, all in the month of January, that will take place at major metropolitan areas. The specific dates, times and locations for these meetings follow:

  • January 6, 2009 - Westchester County Airport (HPN), Building 1 Airport Road, White Plains, NY 10604
  • January 8, 2009 - Renaissance Concourse Hotel Atlanta Airport, One Hartsfield Centre Parkway, Atlanta, GA 30354
  • January 16, 2009 - Crowne Plaza Chicago O'Hare Hotel & Conference Center, 5440 North River Road, Rosemont, IL 60018
  • January 23, 2009 - Burbank Airport Marriott Hotel & Convention Center, 2500 North Hollywood Way, Burbank, CA 91505
  • January 28, 2009 - Conference Center, Hilton Houston Hotel--North Greenspoint, 12400 Greenspoint Drive, Houston, TX

All meetings will start at 9:00 a.m. local time with registration commencing at 8:00 a.m.

These meetings will be on a first-come-first-served basis, so members are encouraged to arrive at 8:00 a.m. or earlier to ensure that their voices can be heard.

To prepare members for these public meetings as well as for comment submittals, the association has provided a comprehensive "NATA LASP Comment & Meeting Tool" that is available for review and download.

NATA strongly encourages members to play an active role in these meetings by appearing and providing a short statement based upon the input provided in this new tool. If members are unable to appear at these meetings, the association encourages members to use this new tool to draft and submit comments to the TSA on the LASP proposed rule. Comments are due by February 27, 2009.

Byer Appointed As GA Representative To Key DHS Aviation Security Advisory Committee By Secretary Chertoff
In a letter dated December 23, 2008, U.S. Department of Homeland Security Secretary Michael Chertoff appointed NATA Vice President of Government and Industry Affairs Eric R. Byer, as a member of the department's Aviation Security Advisory Committee (ASAC). Byer will serve as a member "representing the viewpoint of Aircraft Tenants and General Aviation."

The ASAC's mission is to examine areas of civil aviation security as tasked by the U.S. Department of Homeland Security's Transportation Security Administration with the aim of developing recommendations for the improvement of civil aviation security methods, equipment and procedures.

Coyne Pushes Aviation Infrastructure In Letter To Congress; USA Today Article Highlights Coyne's Push
Members Encouraged To Utilize Action Call
NATA President James K. Coyne will send a letter this week to all 535 Members of Congress requesting support for aviation infrastructure funding in the next economic stimulus package. The letter continues the association's push to ensure that aviation infrastructure funding be included in the economic stimulus bill being considered by President-elect Obama and Congress.

In a letter sent last month to Congressional leaders, Coyne stated, "The delay of the FAA Reauthorization Act of 2007 has halted critical infrastructure projects which are essential to our airports' ability to generate economic benefits and essential to safety and security at our nation's airports." According to the FAA, $600 million in aviation infrastructure projects within the Airport Improvement Program alone would permit essential ready-to-go projects such as taxiway rehabilitation and widening, apron construction and rehabilitation, airport rescue and firefighting equipment and facilities, and public access roads to proceed without further delay.

The impact of inadequate infrastructure could prove more costly than investment in infrastructure. A significant increase in air traffic congestion is one factor felt by most of the traveling public. In 2007, 1.8 million flights were delayed, the highest number reported by the Department of Transportation. If infrastructure improvements aren't made by 2014, flight delays will increase by 62% and cost approximately $170 billion.

Airspace Restrictions Announced For Inauguration
The FAA has published a NOTAM and Flight Advisory detailing the flight restrictions planned for Inauguration Day, January 20, 2009.

The Special Flight Rules Area (SFRA) surrounding Washington, DC will be modified to impose additional restrictions beginning at 10:00 a.m. local time through 6:00 p.m. local time on Tuesday, January 20, 2009.

The restrictions are detailed in FAA NOTAM 8/4901 and further explained in a Flight Advisory.

General aviation operations will be significantly impacted by these restrictions. All operators planning to be in the vicinity of Washington, DC on Inauguration Day should carefully review the NOTAM and advisory and ensure compliance with all requirements.

NATA's Safety 1st Trainer also includes instruction on the industry's benchmark program for initial and recurrent training of line service specialists - known as PLST or Professional Line Service Training. This new seminar was designed specifically to enhance PLST program training via cutting-edge teaching techniques.

NATA Weekly Survey
