Senate Continues Debate on FAA Reauthorization, Final Vote Expected as Early as Today

The U.S. Senate is continuing debate on H.R. 636, the Federal Aviation Administration Reauthorization Act of 2016, with a final vote expected as early as today. The bipartisan legislation, which will extend FAA programs and aviation taxes through September 30, 2017, does not propose to create an ATC corporation and instead embraces NATA’s recommendation that the FAA build upon its work begun in the last reauthorization to work toward a more efficient operating structure and programs. Other NATA-supported provisions incorporated in the bill include improving the consistency of FAA decisions across its offices and regions and realigning the Flight Standards Service. Once passed, the legislation moves to the House where it must decide whether to press forward on legislation that includes the creation of a user-fee funded air traffic control corporation, accept the Senate proposal, or simply extend the FAA’s current authorization beyond its current expiration on July 15th. Are You Ready for the June 1 GHS Compliance Deadline?

By June 1, 2016 all aviation businesses and other firms, must be fully compliant with the OSHA rule on the use of the Globally Harmonized System (GHS) of labeling chemicals. In addition, all employees must be trained on the use of the GHS system. Compliance with the GHS hazard communication rule requires that aviation businesses: update old Material Safety Data Sheets (MSDS) with new Safety Data Sheets (SDS) utilizing the GHS system, revise Hazard Communications Programs to include the GHS system and train all employees on reading and understanding GHS labels. Aviation businesses can provide employees with the required training through NATA’s Safety 1st Hazard Communication Training Module. This module covers the new aspects and labels used in the GHS as well as the foundations of the OSHA Hazard Communication Standard. NATA Survey Produces New Membership Products


Last Fall, NATA conducted a survey to determine the membership’s overall satisfaction with the association and collect feedback on products, services and events. We greatly appreciate our members’ time and feedback in answering questions designed to help the association continue developing and delivering the products and services aviation businesses need to win in the marketplace. Thanks to this input, NATA has unveiled a series of new products and services including:

FAA Increases Time Limit in Flight Simulators


Last week, the FAA released a final rule, “Aviation Training Device Credit for Pilot Certification.” The rule aims to relieve “burdens on pilots seeking to obtain aeronautical experience, training, and certification by increasing the allowed use of aviation training devices.” Under the final rule, student pilots are now allowed to log up to 20 hours in flight simulators compared to the current 10 hours. It is important to note the FAA is revising 61.65 to include a specified allowance of 10 hours for basic training devices and 20 hours for advanced training devices in Part 61 (combined use not to exceed 20 hours) for the instrument rating. The FAA is also revising appendix C to Part 141 to include a specified allowance of 25% of creditable time in basic training devices and 40% of creditable time for advanced training devices under Part 141 (not to exceed 40% total time) for the instrument rating. The FAA states “these actions are necessary to bring the regulations in line with the current capabilities of aviation training devices and the needs and activities of the general aviation training community and pilots.” The rule is effective May 12, 2016.


FAA to Host the 2016 UAS Symposium in Daytona Beach This Week


This week, the FAA is hosting the Unmanned Aircraft Symposium on April 19th-20th in conjunction with NATA member, Embry-Riddle Aeronautical University in Daytona Beach, Florida. The Symposium will be a forum for the UAS industry and stakeholder community to provide input and feedback directly to FAA personnel on topics related to UAS integration. Keynote speakers include FAA Administrator Michael Huerta and Deputy Administrator Michael Whitaker. The following discussions will take place at the Symposium:

   - UAS certification
   - Pilot certification
   - Low altitude airspace management
   - Technology enables and restrictors – spectrum, detect and avoid, command and control
   - Airport issues
   - Key research challenges
   - Federal pre-emption and state authorities
   - Managing public perceptions
   - Engaging the UAS industry and stakeholder community

San Bernardino International Airport Authority to Establish a Professional Pilot School at SBD International Airport


The San Bernardino International Airport Authority approved a lease with World Wide Wings, LLC to establish a professional pilot school at SBD International Airport certificated by the FAA under Federal Aviation Regulation (FAR) Part 141 to train domestic and international students for careers as professional pilots. The pilot school will occupy office and hangar space at the northeast end of the airport that will support administration, classroom training, flight training and maintenance of World Wide Wing’s aircraft. According to Mr. Mark Gibbs, Director of Aviation at SBD International Airport, FAR Part 141 pilot schools are common in the U.S. and are very attractive to students, especially international students, because they can realize significant fuel cost savings while learning to fly in complex airspace. “With baby boomers retiring, commercial aviation is expected to experience a significant shortage of qualified pilots over the next 20 years according to just about every industry forecast.
