NATA Board Names Martin Hiller as President and Promotes William Deere and Tim Obitts to Executive Vice Presidents

Following NATA’s fall Board meeting, the association announced the Board’s decision to name Martin Hiller President of NATA. In June, the Board announced that Hiller would serve as Acting President upon the departure of then President Tom Hendricks. Prior to accepting the position, Mr. Hiller served over five years as an NATA Board Member. In addition, the Board promoted NATA Senior Vice Presidents, William Deere and Timothy Obitts. Mr. Deere will now serve as Executive Vice President of Government and External Affairs. Mr. Obitts will now serve as Executive Vice President of Operations and Business, and will continue to serve as General Counsel. NATA Board Chairman Andy Priester thanked Hiller for his willingness to serve in a longer-term capacity, “The Board was deeply impressed by Marty’s report on the current state of the association and his plans for the association’s future. We appreciate Marty’s ongoing leadership at the helm of NATA.” Priester added, “One of Marty’s first recommendations was the promotion of Tim and Bill to positions commensurate with their increased responsibilities. The Board was pleased to accept Marty’s recommendation.”



NATA Closely Monitoring EASA SMS Requirement for Part 135 Operators


The FAA has announced that EASA will expect all Third Country Operator (TCO) authorization holders to have an acceptable SMS in place by November 26, 2016. This presents a challenge for air charter operators, because the FAA does not have regulation requiring, and providing oversight of, SMS programs for Part 135 carriers. NATA has reached out to EASA to confirm precisely what is required both for existing TCO authorization holders and new applicants. The FAA did indicate that its voluntary SMS program will satisfy EASA TCO requirements. The FAA also stated that EASA will not accept third party SMS programs, such as ACSF IAS or IS-BAO. At this point, the association recommends that all Part 135 operators that have or are seeking TCO authorization to immediately take steps to enter the FAA Voluntary Program. NATA has also contacted the FAA to ensure they are aware of the possible significant number of carriers seeking to enter the program. NATA will alert the membership as new information becomes available. In 2014, EASA implemented rules requiring TCO authorization for all foreign air carriers — such as U.S. Part 135 operators — seeking to conduct operations in EASA member states. NATA Staff Attends New York General Aviation Events

Last week, the New York Aviation Management Association (NYAMA) held its 2016 Conference and Exhibit Show in Hauppauge, NY. NATA Board Chair Andy Priester participated on the Airports and FBOs panel, and Executive Vice President Tim Obitts updated attendees on industry issues and association initiatives. NATA’s 75th Anniversary Social Media Contest | August Winner


In celebration of the association’s 75th Anniversary, NATA held its eighth monthly contest providing an opportunity for one lucky individual/company to win a prize. For August, NATA Twitter and Facebook followers were asked to post a photo of their aircraft, aviation business operations or team with the hashtag #NATA75. FAA’s ADS-B Website Opens | $500 Rebate Incentive for GA Aircraft Owners


On September 13th, FAA Administrator Michael Huerta announced that the agency is delivering on its commitment to incentivize general aviation aircraft owners to equip their aircraft with required NextGen avionics technology before the January 1, 2020 deadline. Today, the FAA’s Automatic Dependent Surveillance-Broadcast (ADS-B) rebate website will go live, and general aviation aircraft owners will have the opportunity to apply for a $500 rebate to help offset the cost to equip eligible aircraft. “We promised that we would help aircraft owners equip with ADS-B, and I am pleased to say that today we are honoring that commitment and we are delivering on our target date,” said Huerta. The FAA is not offering rebates for software upgrades for aircraft already equipped, for new aircraft, or for aircraft for which the FAA already has paid or committed to upgrade. The FAA will be able to distribute 20,000 rebates — one rebate per aircraft owner on a first-come, first-served basis for one year, or until all 20,000 rebates are claimed, whichever comes first. FAA Issues Reminder on Lithium Battery Carriage


The FAA Safety Alert for Operators (SAFO) 16011 reminds all carriers that Hazardous Materials Regulations (HMR) prohibit transportation of lithium batteries and lithium battery powered devices as cargo or by passengers and crew, when they are the subject of a safety recall or when the lithium battery is identified as having a safety defect. The safety issues and recall of the lithium battery powered Samsung Galaxy Note 7 is a current example of the HMR prohibitions. Operators are encouraged to review SAFO 16011 and policies to ensure compliance with HMR and prevent carriage of prohibited items.

Safety 1st Misfueling Prevention Program Continues to See Strong Participation


Since its February 2016 launch, over 3,000 users have completed The NATA Safety 1st Misfueling Prevention Program. Misfueling prevention is a significant priority and fortunately, preventing misfuelings is not a complex task. As the Safety 1st Misfueling Prevention Program describes, a few simple steps completed by pilots, line service professionals, FBO customer service representatives and managers can dramatically reduce the risk of misfueling. The Misfueling Prevention Program can be found at For updates on misfueling prevention and other Safety 1st programs, please follow the “The Safety Net” blog.

Richland Aviation to Host Wings of Freedom Air Show and Pay Tribute to Its Founder


On September 24th and 25th, Richland Aviation will host the Wings of Freedom Air Show at Sidney-Richland Municipal Airport (KSDY). The event holds tremendous significance as there will be a memorial tribute to Phil Petrik, founder of Richland Aviation. “My Dad was incredibly passionate about the aviation industry from the time he was 12,” said Mike Petrik, Owner of Richland Aviation. “My Father was a dedicated pilot, logging more than 30,000 hours of flight time over the course of his career. In addition to serving on multiple air show committees, he also contributed to the show’s entertainment, flying as a talented aerial performer. His personal T-28 Trojan, which he proudly restored, and his P-51 Mustang will be on display at this year’s Wings of Freedom Air Show for everyone to enjoy.” For more information, click here.


Clay Lacy Aviation to Merge with Key Air


Last week, Clay Lacy Aviation (Van Nuys, California), private jet operator, announced its merger with Key Air, an aircraft management and charter company — headquartered in Oxford, Connecticut. Their combined resources result in lower operating costs, higher dispatch reliability, expanded support services and access to a nationwide charter fleet. Moving forward as Clay Lacy Aviation, the organization represents more than 75 aircraft in fifteen U.S. locations — with two FBOs and four maintenance centers. “Our clients asked us for a larger presence in New York, and this is the first of several strategic steps to expand our East Coast services,” said Brian Kirkdoffer, President and CEO of Clay Lacy Aviation. “We now have a great team of aviation experts on both coasts, focused on providing the highest levels of safety, service and value in the business aviation industry.” Read more.
