NATA Supports Introduction of Bipartisan Tax Legislation Clarifying Treatment of Aircraft Management Services

Last week, Representative Pat Tiberi (R-OH) and Senator Sherrod Brown (D-OH) introduced bipartisan, bicameral legislation (H.R. 896/S. 321) clarifying aircraft management services are not subject to air transportation taxes. Similar legislation was cleared by the House Ways and Means Committee in 2016 but did not receive final action. 


NATA President Marty Hiller praised introduction of the two bills stating, “NATA deeply appreciates the work of Representative Tiberi and Senator Brown to advance legislation that is so important to numerous small aviation businesses vulnerable to potentially enormous IRS assessments. These leaders understand the position the IRS took in 2012 represents double-taxation on aircraft owners who may seek to defray the costs associated with ownership through the chartering of the aircraft when it is not in use. We urge the Ways and Means and Finance Committees to include these bills in the comprehensive tax legislation currently under development in Congress.”

Help the FAA Provide Accurate Information on Aviation Activity and Safety


The 39th annual General Aviation and Part 135 Activity Survey (GA Survey) is underway! The FAA’s annual GA Survey is the only government source of information on the general aviation fleet, the number of hours flown, and the ways people use general aviation aircraft. The data helps determine funding for infrastructure and service needs, assess the impact of regulatory changes, and measure aviation safety. If you are selected to complete this year’s survey, you should have received a postcard invitation to participate. You can complete the survey online, or submit the survey form that was mailed to you along with a postage-paid envelope. Your responses will be used for statistical purposes and will not be published or released in any form that would reveal an individual participant. Avfuel Adds Castle & Cooke Aviation Locations to FBO Network


Last month, Avfuel added Castle & Cooke Aviation’s three FBOs in Van Nuys, California (KVNY); Honolulu, Hawaii (PHNL); and Everett, Washington (KPAE) to its FBO network. “Our goal for 2017 is to grow and strengthen the Avfuel Network — that means not just increasing the number of locations, but adding quality locations. NATA Members Partner to Link Bahamas and U.S. FBOs


Odyssey Aviation Bahamas recently announced its revitalized partnership with two United States FBOs at Detroit’s Willow Run Airport (KYIP) and Orlando’s Kissimmee Gateway Airport (KISM) owned by the Quantem FBO Group, LLC. Both U.S. FBOs will operate under the Odyssey Aviation brand, forming an international relationship and network of seven FBOs. The decision to partner was a familiar one for Steven Kelly, CEO of Odyssey Aviation Bahamas, and Ken Allison, CEO of Quantem FBO Group, LLC and the new Odyssey Aviation United States. The two business owners created the Odyssey Aviation brand and previously partnered together in 2008. “I am proud of how well my Bahamas team has developed the Odyssey brand over the last six years and brought global recognition to our name. The 2017 ACSF Safety Symposium will take place March 7-8, 2017 at the NTSB Training Center in Ashburn, VA. Topics will include Reducing Risk, Emergency Response Plans, Leadership, Ground Handling and more. ACSF members can register for $685 (nonmembers $795). Registration includes admittance to the two-day event, all scheduled group meals, breaks, and social functions, and transportation to and from hotel to events.
