NATA Policy Blog: “If It’s on the Internet It Must Be Safe”

NATA’s Rebecca Mulholland reports from Capitol Hill on the effort being made by internet companies to dismantle the FAA’s safety rules protecting the flying public. Mulholland, who interacts with congressional offices on a daily basis, attended a recent Hill event focused on aviation innovation that included a representative of the proposed flight-sharing application known as Flytenow. According to Mulholland, Flytenow’s answers to Hill staff questions “were instructive of how internet innovators often miss the point of various FAA safety regulations.” Read how internet innovators respond to questions about safety, flying experience, training and compensation as she contrasts their answers against the facts. Mulholland also discusses the policy prescription NATA proposes as an alternative to lowering safety standards for the flying public — streamlining the process to grow the pool of pilots that could provide single-engine piston charter. “This would increase the number of people already available to offer that service legally and safely, regardless of the means of communication — it helps everyone.”

The NATA Ground Handling Safety Symposium is a new annual event developed by the NATA Safety Committee to promote safety at FBOs and other general aviation ground handling firms. Held September 26-27 at the NTSB Training Center in Ashburn, Virginia, the symposium is designed for safety professionals, directors of safety, line service managers or operations managers — anyone who is responsible for making sure that aircraft are handled safely.


The theme of this year’s program is Building a Better Safety Management System and includes: The Big Picture, Safety Management & IS-BAH; Practical Approaches to Risk Assessment; Safety Promotion and Your Organizational Culture; Safety Reporting & Employee Buy-In; The Intersection of Safety & Service; Emergency Response Basics for FBOs; and Data & General Aviation Ground Handling.

The 39th annual FAA General Aviation and Part 135 Activity Survey (GA Survey) is underway! The FAA’s annual GA Survey is the only government source of information on the general aviation fleet, the number of hours flown, and general aviation aircraft usage. The data helps determine funding needs, assess the impact of regulatory changes, and measure aviation safety. NATA Members Jet Aviation and Pazos FBO Collaborate in Caribbean


Last week, Jet Aviation signed an agreement with Pazos FBO at Puerto Rico’s Luis Muñoz Marin International Airport, rebranding the operation as Jet Aviation San Juan. “The brand new San Juan-based FBO, with more than 20,000 sq. ft. of space including an expanded aircraft parking ramp with capacity for increased traffic and future additional hangar facilities, is the perfect fit for Jet Aviation to continue expanding our reach within the region,” noted Jet Aviation Group President Rob Smith. The $6 million FBO, which opened last fall, also features a pilot suite with showers and snooze room, flight planning area, executive passenger lounge, A/V-equipped conference room and aircraft maintenance. The facility — a key U.S. entry port for aircraft from the Caribbean and South America — is the only FBO in Puerto Rico with a full-service, onsite U.S. Customs and Border Protection terminal for convenient customs, immigration and agricultural clearance of international flights. “For decades, we have provided our clientele with premiere services, which are now enhanced by the company’s new state-of-the-art FBO installation,” said Pazos President Jose Maldonado. “Adding Jet Aviation’s global strength, resources and management expertise is the perfect next step for us.” Read more.


Business Jet Access Adds Third Challenger 300 to Charter Offering


This month, Business Jet Access (BJA) added a third Hawker 800XP to its FAR Part 135 Air Carrier Certificate bringing its charter offering to 8 aircraft. The super-midsize aircraft has seating for up to nine passengers with a maximum seats-full range of 3100 nautical miles. “The Challenger 300 is an extraordinary mid to long-range aircraft,” said Jeremy Holley, Aircraft Management & Charter Sales for BJA. “It’s an extremely comfortable aircraft for any type of mission, including international travel. With three Challenger 300s now available, our charter customers will be able to enjoy scheduling flexibility on this very popular aircraft.” The aircraft features a double club arrangement to help facilitate on-board meetings, a forward galley with a microwave oven, coffee maker, CD Player, DVD player, iPod stereo system, forward and aft monitors, and an enclosed lavatory. Pentastar Receives Honeywell LCD Display STC


Honeywell-authorized dealer Pentastar Aviation has received an Approved Model List (AML) STC for certification of the Honeywell DU-875 flight deck display upgrade on the Bombardier Global Express. The unit is a form-fit, plug-and-play LCD upgrade to replace the nearly obsolete CRT DU-870 found on older aircraft, for which Honeywell has said it plans to discontinue customer support and repair. For a limited time, the manufacturer is offering a trade-in incentive of $40,000 per display. Michigan-based Pentastar’s AML STC requires no cockpit or wiring changes, or even any additional pilot training. “The DU-875 is a low-risk upgrade allowing for minimal aircraft downtime, [and] has higher display reliability and resolves obsolescence issues,” noted Jesse Beard, Pentastar’s Avionics and Engineering Manager. “There is also reduced cost of ownership and a growing path to future technologies.” The LCD units, which are significantly lighter than the former CRT displays, can be replaced individually or as a suite, paving the way for advanced features through additional software and hardware upgrades. The STC will be expanded later this year to include other aircraft equipped with the DU-870, including the Cessna Citation X, Bravo (550) and Ultra/Encore/Excel (560), as well as the Dassault Falcon 900C/EX.
