House Transportation Committee Reviews ATC Reform

Last Wednesday, the House Transportation Committee held a hearing to discuss proposals to create a user fee-funded air traffic control corporation. Committee members heard from a panel heavily tilted in support of privatization. In his opening remarks, Chairman Bill Shuster (R-PA) noted that last year’s bill (HR 4441) will serve as a framework for the new legislation and will include “a governance structure that is right-sized and balanced, and a board with sole fiduciary responsibility to the organization.” Last year’s legislation made charter operators the only segment of general aviation required to pay user fees. The sole witness opposed to the corporation proposal, Joseph Brown — President of Hartzell Propeller, Inc. — questioned whether the public interest is best served “if Congress gives our wealth and skies to a small group of special interests, operating outside of democratic oversight, so that they can serve their own ends?” Committee markup of the legislation is expected next month. Preview of Administration Budget Proposal Suggests FAA To Receive Funding Cut

 

Tomorrow, the Trump Administration is expected to release the details of its first full budget proposal for the fiscal year that begins on October 1st. Analysis of an advance spreadsheet obtained by the think tank Third Way suggests the Administration will propose an almost $300m cut in the FAA budget from current levels. The most dramatic reductions coming in the accounts dedicated to NextGen modernization (-4%) and research (-15%). Airport funding would be held flat at $3.35 billion. Earlier this year, the Administration released a preliminary budget that also contained language supportive of creating an air traffic control corporation. FAA Offers Pilots Vmc Training and Angle of Attack Guidance

 

The FAA’s General Aviation Joint Steering Committee (GAJSC) has determined that improved and more frequent single-engine training in multi-engine airplanes could decrease the number of multi-engine loss of control events. Specifically, the committee recommends refresher Vmc training to improve pilot response during a power loss. The GAJSC also suggests that stall/spin accidents could be reduced through the equipage and use of angle of attack indicators in GA aircraft. Read more.

Build a Better Safety Management System | NATA Ground Handling Safety Symposium September 26-27 in Ashburn, VA

 

The NATA Ground Handling Safety Symposium is a new annual event developed by the NATA Safety Committee to promote safety at FBOs and other businesses utilizing general aviation ground handling. Held September 26-27 at the NTSB Training Center in Ashburn, Virginia, the symposium is designed for safety professionals, directors of safety, line service managers or operations managers — anyone who is responsible for making sure that aircraft are handled safely.

Phillips 66 Aviation Expands Compassion Flight Program

 

Last week, Phillips 66 expanded the list of eligible organizations in its Compassion Flight Fuel Rebate Program. The program roster now totals 30 charities and includes three new additions: Aviation Angels of Hope, Aviation in Action, and Children’s Flight of Hope. This initiative offers a $1-per-gallon avgas rebate to pilots who provide critically ill patients with free transportation to hospitals and medical facilities throughout the country. Compassion flights also support charities that provide transportation for organs, blood and patients awaiting organ transplants. “By alleviating some of the cost of avgas, it’s our hope that more pilots will fly for these incredibly worthy organizations, providing more flights and more life-saving trips to those in need,” said R.G. Aeroplex/ Aerolease Group Completes $7.5M Development Project at Van Nuys Airport

 

Aeroplex/Aerolease Group recently completed its $7.5 million, 3-acre development project at Los Angeles’ Van Nuys Airport (VNY). The new facility features exclusive hangar space, luxurious shop, office and terminal space, new aircraft ramp and staging areas, and a private parking lot. This addition complements the company’s adjoining 6-acre leasehold. Currently managing over 170,000 square feet of aviation-related facilities at VNY, Aeroplex/Aerolease Group believes the new facility allows them to “better serve business aviation’s diverse needs” while also creating “approximately 100 new high-skilled jobs in our community,” said company President and CEO Curt Castagna. The project was completed with the help of design and architectural firm JRMA and construction firm Viole Construction Co., Inc. Read more.

 
 
 
 

Cutter Aviation Adds New Managers Sylvia Graebe and Tara Creel-Cesena

 

Today, Cutter Aviation announced the promotion of Tara Creel-Cesena to FBO General Manager at Phoenix Deer Valley Airport and the appointment of Sylvia Graebe as Charter Sales & Aircraft Acquisitions Manager for the Charter & Flight Management Department based in Phoenix AZ. Creel-Cesena’s knowledge and work ethic led to her second promotion in 2015 as Assistant General Manager at Cutter Aviation - Phoenix Deer Valley. Sylvia most recently served as COO of EASCOR Inc., where her contributions facilitated significant growth for the company. Sylvia has a proven record of generating profits and sales growth in various aspects of charter operations including sales, flight management, ground ops, and catering.
