House Poised to Act on ATC Privatization Proposal

Last week, the House Transportation Committee unveiled the 21st Century AIRR Act, FAA reauthorization legislation that will create a user fee funded, privatized air traffic control corporation. The Committee will consider the legislation tomorrow with House floor action in mid-July. It is urgent that NATA members immediately contact their Congressmen and Senators in opposition. Immediately following the legislation’s release, NATA joined the other major general aviation associations, AOPA, EAA, GAMA, HAI and NBAA, in opposition noting the proposal, “will produce uncertainty and unintended consequences without achieving the desired outcomes.” In a press statement, NATA President Martin Hiller noted the association “continues to view the proposal as requiring general aviation and rural America to take an unnecessary leap of faith, including posing risks to stability of the world’s safest air traffic control system.” Read more

NATA Commends Senate FAA Proposal, Acts in Best Bipartisan Traditions of Senate

On June 22nd, the Senate Commerce Committee released S.1405, the FAA Reauthorization Act of 2017. In contrast with the House bill, the Senate proposal does not create an air traffic control corporation. Instead, the legislation assists the agency toward a more efficient operating structure, including provisions acting on ideas proposed by NATA. The Commerce Committee is expected to consider the legislation this week. NATA President Marty Hiller praised the authors of the Senate legislation, Commerce Committee Chairman John Thune (R-SD) and Ranking Member Bill Nelson (D-FL) for the development of an FAA reauthorization bill “that all aviation stakeholders should support.” “The Thune/Nelson bill is in the best bipartisan traditions of the United States Senate,” Hiller continued, “and we look forward to working with the Committee leadership toward its swift approval by the full Committee and entire Senate.” Read more.

TFSSP Operators Should Verify Watchlist Compliance

TSA Hosting Webinar Tomorrow, June 27

At the recent NATA Aviation Business Conference, TSA representatives alerted operators under the Twelve-Five Standard Security Program (TFSSP) that compliance with Watchlist vetting is an inspection emphasis item. Accordingly, TSA is encouraging all TFSSP operators to review their vetting procedures. To aid operators in Watchlist vetting compliance, TSA is hosting a Watchlist Webinar on June 27, 2017 at 2:15 EST. TSA highly recommends that Aircraft Operator Security Coordinators (or their representatives) participate. TFSSP operators should contact their TSA-assigned PSI to receive a link and phone number for the Webinar. Additional information about Watchlist compliance inspection outcomes and the upcoming Webinar is available in the June 2017 TFSSP Newsletter.

NATA Legislative Alert: Act Now to Prevent Privatization of the Air Traffic Control System

Last week, NATA issued a legislative alert to aviation businesses across the country, urging them to contact their Senators and Congressmen in opposition to privatizing the nation’s air traffic control system. Congress is expected to begin debate on the issue this week. Aviation businesses are encouraged to visit NATA’s revamped Legislative Action Center immediately and urge your representatives and senators to oppose the airline industry proposal to create a user-fee funded air traffic control corporation. New features to the Action Center include the ability to amplify your message through social media and sharing with friends. You are the best representative of the aviation business community and your opinion carries significant weight with elected officials. Just a few keystrokes will allow policymakers on Capitol Hill to know exactly how you feel about a proposal that poses significant concerns to general aviation.

FAA Fly Safe: Prevent Loss of Control Accidents

The FAA, along with NATA and other general aviation groups, have launched a national safety campaign this flying season called #FlySafe to educate the GA community on how to prevent Loss of Control (LOC) accidents. Fatal general aviation accidents often result from inappropriate responses to unexpected inflight events. Humans are subject to a “startle response” when they are faced with unexpected emergency situations and may delay action or initiate inappropriate action in response to the emergency. The FAA offers training and preparation guidance to help reduce startle response time and promote more effective and timely responses to emergencies. Click here to learn more about responding to inflight emergencies.

Winter Haven Municipal Airport Plans to Add More Hangars

The Winter Haven Municipal Airport plans to add 160 hangars over the next two decades. The plan is broken up into short-, mid- and long-term projects for the city commission to consider. The short-term projects are expected to be undertaken by the 2017-18 fiscal year, which starts Oct. 1. Mid-term projects are planned for 2018-19 and 2022-23. Long-term projects are slated for between 2023-24 and 2033-34. Short-term project suggestions include runway lighting, fencing, taxiway design and construction, a new terminal access road, and two jet hangars to house larger planes. "Right now, we're kind of limited with the size of the aircraft we can accommodate," Airport Director Leo Treggi said. "We have a lot of requests for people who want to relocate to Winter Haven, but we don't have the space." Future projects include three 10-unit T-hangars, additional master plan updates, and rehabilitating three taxiways and one conventional hangar with parking. Read more.
