NATA-Supported Pro-Aviation Business Provisions Included in Tax Reform Legislation

On Friday, House and Senate conferees released the final version of The Tax Cuts and Jobs Act (H.R. 1), preserving two pro-aviation business provisions supported by NATA – clarification that aircraft management services are not subject to the 7.5 percent commercial ticket tax and immediate expensing for both new and used equipment.

NATA President Marty Hiller praised Chairmen Kevin Brady (R-TX) and Orrin Hatch (R-UT) and other conferees for retaining “provisions in the tax bill that provide our member companies with long-sought certainty as to the tax status of aircraft management services and encourage investment in the new and used aircraft markets.”

The conference report is expected to be considered by the House and Senate this week.

IFBOA Workers Compensation Safety Group Program and QBE Aviation Announce Final Good Experience Return of 18% to Close 2012 Program Year

Last week, the Independent Fixed Base Operators Association (IFBOA) and QBE Aviation of QBE Holdings, Inc. (QBE) announced that the IFBOA Workers Compensation Safety Group Program’s second year (2012) closed with a final Good Experience Return (GER) of 18%, distributing $2.98 million to program participants. To date, over $10 million in GER has been earned by the program’s over 680 participants. A driving force for these participation numbers is the strategic alliance between IFBOA and the National Air Transportation Association (NATA), allowing NATA members to participate in IFBOA’s Workers Compensation Safety Group Program.

2018 Drug and Alcohol Random Testing Rates Announced

The FAA has announced the 2018 random drug and alcohol testing percentage rates for aviation employees covered by federal drug and alcohol testing regulations.

For the period of January 1, 2018, to December 31, 2018, the random drug testing rates are:

- Drug testing = 25% of safety sensitive employees

- Alcohol testing = 10% of safety sensitive employees

These rates remain unchanged from 2017 and reflect the lowest rates permitted under the law.

FAA Announces Beta Release of PRD

The FAA recently released InFO 17019, announcing the agency is making progress toward implementing the Pilot Records Database (PRD). When hiring pilots, air carriers are required to check the pilot’s background. The PRD system was developed after Congress mandated that the FAA develop and manage an electronic database to house and supply the required records so operators are able to more easily obtain the records.

The FAA is allowing Part 121 carriers to request and participate in the PRD beta test. The PRD will eventually replace the current Pilot Records Improvement Act (PRIA) process. The FAA anticipates that as the beta release matures, it will accept different carriers. Ultimately, all pilot background checks will be required to be conducted using the PRD instead of the PRIA process.
