Congress Turns Focus Back to FAA Reauthorization | Act Now to Oppose ATC Privatization

Funding for the Federal Aviation Administration expires March 31st, leaving just a few short weeks for Congress to pass legislation to reauthorize the agency, or extend current funding until legislative differences can be resolved. Therefore, the House of Representatives must soon consider H.R. 2997, the 21st Century AIRR Act, and its proposal to create a user fee-funded, privatized air traffic control system.


The aviation business community continues to view the removal of our nation’s air traffic control system from the FAA’s purview as forcing the general aviation community and rural America to take an unnecessary leap of faith, posing risks to the stability of the world’s safest air traffic control system.


NATA is working to prevent efforts by the airlines to privatize the ATC system. In order to ensure Members of Congress understand the detrimental impact this proposal may have, we need your help. It is critical that you weigh in now by utilizing NATA’s Legislative Action Center. You are the best representatives of the aviation business community and your opinion carries significant weight with elected officials. Act now!


 


Updated List of CBP User Fee Airports Available

Last week, the Federal Register announced the list of user fee airports designated by U.S. Customs and Border Protection (CBP) has expanded to include five new locations. User fee airports are those where the level of activity is insufficient to justify designation as an international or landing rights airport. Instead, customs services are provided at user fee airports on a reimbursable basis; typically, the airport sponsor assesses each user of customs’ services a fee to recover their costs.


The new user fee airports listed are:

-       South Texas International Airport at Edinburg in Edinburg, Texas

-       Florida Keys Marathon Airport in Marathon, Florida

-       Appleton International Airport in Appleton, Wisconsin

-       South Bend International Airport in South Bend, Indiana

-       Conroe-North Houston Regional Airport in Conroe, Texas


CBP also updated the names of several existing user fee facilities. The complete list of user fee airports is available in CBP regulations at 19 CFR 122.15.

ACRP Synthesis on Airport Operator Options for Delivery of FBO Services Is Now Available

 

On February 22, 2018, the Transportation Research Board (TRB) Airport Cooperative Research Program (ACRP) Synthesis 86: Airport Operator Options for Delivery of FBO Services was published on the TRB’s webpage. The synthesis outlines the current structure of the FBO industry, the various FBO business models, FBO leases, and local community considerations that should be applied when choosing an FBO model at a given airport.  NATA proudly served on the project panel that provided input and recommendations on this synthesis and we believe this is a valuable source of information for airport sponsors and aeronautical service providers.

NATA Holds Second 2018 Industry Town Hall in Austin

 

Last week, NATA held the second in its series of 2018 Industry Town Hall meetings at Austin Executive Airport in Texas. NATA Managing Director, Safety and Training Michael France was joined by regional aviation business professionals from airports, FBOs, MROs, flight training providers and university aviation programs. The group discussed an array of topics, including staffing challenges, attracting the next generation of aviation business leaders and the impact of drones on general aviation. The town hall also covered flight training, regulatory consistency and NFPA 409 Foam requirement issues.


“The town hall was insightful and provided great dialogue surrounding the concerns of the Austin general aviation community,” stated France. “The conversations initiated during these meetings help NATA set the legislative and regulatory agenda, when advocating on behalf of our member companies and industry. NATA’s town halls also assist the association in identifying how to better serve and empower the success of aviation businesses in the marketplace,” added Tim Obitts Executive Vice President and General Counsel.

Picture Your Ground Handling Operations in NATA’s Safety 1st Training Program Redevelopment

 

NATA Safety 1st is currently redeveloping its online training content to incorporate improvements and new features suggested by our members and users. As part of this process, we are seeking new photographs of ground handling activities, such as aircraft fuel and oil servicing, quality control checks, and towing operations.

NATA Hosts Second Advanced Line Service Workshop of 2018 | Next Workshop March 20-21 in Denver

 

NATA’s Safety 1st Advanced Line Service Workshops are in full swing for 2018! Our latest workshop was held at Ross Aviation in Long Beach, CA. The two-day event included sessions on motivation and leadership techniques, customer service training, misfueling prevention, SPCC training, and the impact of human factors on aviation ground handling.

 

Guest speakers Rick Spencer of Peco-Facet and Keith Clark of Phillips 66 also led discussions on aviation fuel filtration and quality control. Attendees received hands-on fire extinguisher training during a live fire demonstration conducted by Hedrick Fire Services. NATA would like to thank Greg McQueary, Valerie Boes and all the staff at Ross Aviation Long Beach for making this event possible.

NATA Compliance Services Discusses U.S. Opioid Epidemic and Department of Transportation Drug Program Regulatory Changes

 

In its latest blog post, NATA Compliance Services analyzes the growing opioid issue within the United States and its impact on the aviation industry. Effective January 1, 2018 the U.S. Department of Transportation (DOT) implemented changes to its drug program regulations. Of these changes, one of them expanded its drug testing panel to include the following four semi-synthetic opioids:

 

-       Hydrocodone

-       Hydromorphone

-       Oxycodone

-       Oxymorphone

 

These drugs are more commonly known as Dilaudid®, Vicodin®, OxyContin®, Lortab®, and Percocet®. To learn more, please click here.
