FAA Part 16 Filing Finds a Massachusetts Airport Sponsor in Violation of its Federal Grant Assurances

On October 30th, the FAA released a Part 16 filing - Boston Executive Helicopters (“Complainant”) v. Town of Norwood, Massachusetts and Norwood Airport Commission (“Respondent”)—outlining the Complainant’s allegations that the Town denied them the opportunity to establish an FBO at the Norwood Memorial Airport. The Complainant alleges the Town engaged in economic discrimination and granted a single FBO an exclusive right on the airport while also “unreasonably delayed and withheld numerous reasonable requests for access to Airport property, as well as permission to conduct an aviation business at the airport.” The FAA’s Director of the Office of Airport Compliance and Management Analysis determined the Town of Norwood is in violation of Grant Assurance 23, Exclusive Rights and Grant Assurance 29, Airport Layout Plan but not in violation of Grant Assurance 22, Economic Nondiscrimination. Due to these violations, the FAA has ordered the Town and Airport Commission to “1) provide BEH any remaining requirements for the FBO permit and promptly complete the permitting process; 2) discontinue leasing practices that provide exclusive rights to a single FBO; and 3) contact the appropriate FAA Regional office and comply with their direction regarding the Verizon property.” The Town and Airport Commission have the right to appeal the FAA’s determination. NATA Commends West Virginia and Louisiana Governors for Supporting General Aviation

Last week, NATA praised West Virginia Governor Jim Justice and Louisiana Governor John Bel Edwards for recognizing the value of general aviation across their states and in their communities through October proclamations. In West Virginia, Governor Jim Justice declared October “General Aviation Appreciation Month.” “General aviation businesses and local airports support economic activity and well-paying jobs throughout West Virginia,” said NATA President Gary Dempsey. “NATA and our member companies across the state thank Governor Justice for issuing this proclamation and recognizing the value of general aviation and local airports in West Virginia.” Louisiana Governor John Bel Edwards also expressed support for the aviation community and declared October “Aviation Appreciation Month” across the state. “Louisiana’s network of airports and aviation businesses are a key part of the state’s infrastructure and support local businesses and communities throughout the state,” NATA President Gary Dempsey stated. “NATA and our member companies in Louisiana thank Governor Edwards for issuing this proclamation and showing appreciation for the different ways general aviation supports the state.”

Comment Period for AC 142-SCC Ends November 13

On October 15, the FAA released new guidance that allows Part 135 operators to train their pilots at Part 142 training centers using a standardized curriculum. The guidance, published in draft Advisory Circular 142-SCC, was issued in response to recommendations from an industry working group to streamline the relationship between training centers and air carriers, reducing inefficiencies in the approval and qualification process. The group was led by NATA’s Director of Regulatory Affairs, John McGraw.


Recently, NATA published "Part 135 Standardized Curriculum: More Dynamic, Responsive and Efficient" a podcast to further explain the update to training guidance for on-demand carriers and how it will result in a more dynamic, responsive and efficient training program. Listen here.

NATA-Med powered by AirDocs improves operational safety and provides inflight assistance 24/7. This Program — resourced by actual flight surgeons — was created by Harvey Watt & Company, in conjunction with former NASA/Space Shuttle Recovery Team Senior & Chief Flight Surgeons, and US Space Command/USAFR Senior Flight Surgeons.


The Program assists Part 135, Part 125, Part 91 and Part 91K operators before, during and after flights:


   -  Preflight coverage includes the creation and maintenance of on-board medical kits

      appropriate for each aircraft and its mission, crew medical kit training, flight planning 

      with real-time medical and travel information for locations on itinerary and Go/No Go

      Assessments.

   -  Users receive inflight emergency advice, provided by flight surgeons.

   -  Post flight, the Program can coordinate ground medical assets and evacuations when

Alerion Aviation Appoints Paul Fronczak to Director of Operations

 

On October 23, Alerion Aviation announced the appointment of its new Director of Operations, Paul Fronczak. Fronczak will oversee domestic and international aircraft operations, ensuring compliance with international and federal aviation administration regulations in accordance with company values and financial goals. Lynx FBO Network Secures Voyager Jet Center’s Pittsburgh FBO

 

On November 1, Lynx FBO Network announced the acquisition of the FBO assets of Voyager Jet Center at Allegheny County Airport AGC) in Pittsburgh. Venture Jets Joins the Air Charter Safety Foundation

 

Last week the Air Charter Safety Foundation (ACSF)  announced that Venture Jets joined the ACSF. Along with 178 other companies, Venture Jets now supports ACSFs vision to enable on-demand air charter providers and fractional program managers to achieve the highest levels of safety in the aviation industry. Venture Jets is a leader in on-demand private jet charter service.
