Threat of DOT Shutdown Looms

As Congress resumes its Lame Duck session, the legislative branch has just 11 days to secure funding for the Department of Transportation (DOT) and six other agencies for Fiscal Year 2019 or risk a partial government shutdown. The DOT and other unfunded agencies — including the Departments of Interior, Financial Services, Agriculture, Commerce-Justice-Science, Homeland Security, and State/ Foreign Operations — are currently operating under a continuing resolution, which runs through December 7th.


As President Trump and congressional Republicans are looking to acquire funding for numerous projects before the end of the year and end of a Republican-led Congress, including money for a border wall, Democrats hope to drag out passage of big legislation until the new Congress resumes, unless big incentives are included like immigration reform.


On January 20th, when the DOT and other agencies were very briefly shut down, air traffic controllers and aviation inspectors continued to work while aircraft certification and registration, grant processing, controller training, air traffic control modernization research and development, and issuance of new pilot licenses and medical certificates stopped.


NATA will continue to monitor Congress’ progress to fund the DOT before the deadline and keep the Association’s membership updated on developments.


 


Impact of NATA’s Maintenance and Technology Committee

Last week, NATA’s Maintenance and Technology Committee held its fall meeting at Duncan Aviation in Lincoln, NE. Topics discussed included Import Export Guidance, best practices regarding Discrepancies and Approval for Return to Service, and the FAA AC published last year on approvals of Aircraft Inspection Programs.


On November 9th, the FAA published a new Advisory Circular, AC 135-44. The AC provides information concerning the placement of aircraft into service for Title 14 of the Code of Federal Regulations (14 CFR) Part 135 commuter and on demand operations. It is not mandatory; however, it does describe the process that is acceptable to the FAA to demonstrate the aircraft to be operated is configured to the operational requirements of Part 135.

 

NATA's Maintenance and Technology Committee was instrumental in urging the FAA to develop policy for the inspector and guidance for industry to assist in adding aircraft to a Part 135 operating certificate. Lack of consistency between FAA offices and delays to add an aircraft based on conformity inspections have been long-time industry concerns. The Association is hopeful the AC and the FAA inspector policy will help solve the perception that the inspector is responsible and will increase consistency and reduce delays in the certification process.


NATA's Maintenance and Technology Committee is participating on the Dynamic Regulatory System (DRS) product development team — a database that will be designed to contain and streamline all the existing information in the Flight Standards Information System (FSIMS) and capture all the other policy and regulatory documents. Early Bird Registration Opens This Week for NATA’s 2019 Aviation Business Conference and Annual Meeting

On June 17-19, 2019, NATA will host its Aviation Business Conference and Annual Meeting, which will take place at the Grand Hyatt Washington in Washington, DC. The event will commence with a reception Monday evening and will conclude on Wednesday at noon. Attendees will hear from government policymakers, industry experts and other leaders representing various sectors of the general aviation community – including FBOs, airports, air charter operators and MROs. In addition, NATA will schedule meetings for attendees interested in meeting with their elected representatives on Capitol Hill. Along with several opportunities to connect with other attendees, NATA will be introducing an innovative structure to next year’s program. Early bird registration will open this Friday, November 30th. We look forward to seeing you there!

National Air Transportation Foundation Accepting Scholarship Applications

NATA awards several scholarships throughout the year to aviation college/university program and flight training students — as well as to association members looking to continue their education.
The National Air Transportation Foundation (NATF) is currently accepting applications for: The Pioneers of Flight Scholarship, The Dan L. Meisinger Sr. Memorial Learn to Fly Scholarship, The Navigate Your Future Scholarship and The NATA Business Scholarship. Multiple awards are available from $1,000 to $2,500 with application deadlines in November and December of 2018.

FAA Fly Safe: Prevent Loss of Control Accidents Initiative

 

The Federal Aviation Administration (FAA) and the general aviation (GA) community’s national #FlySafe campaign helps educate GA pilots about the best practices to calculate and predict aircraft performance and to operate within established aircraft limitations. However, Controlled Flight into Terrain or CFIT continues to claim up to 17 percent of all general aviation fatalities. CFIT occurs when an airworthy aircraft, under pilot control, flies into the ground, a mountain, a body of water, or an obstacle. Most often, the pilot or crew is unaware of this looming disaster until it is too late. CFIT most commonly occurs in the approach or landing phase of flight. While there are numerous reasons why a plane might crash into terrain, pilot error is the most common, particularly a loss of situational awareness. One of the problems in reviewing GA CFIT accidents is the lack of human factors data. This is due to the high fatality rate of CFIT accidents, and the fact that most GA aircraft are not equipped with data recording systems.

Avfuel Brands Greensboro’s Koury Aviation FBO (KGSO)

 

On November 21st, Avfuel welcomed Koury Aviation FBO, Piedmont Triad International’s Airport’s new FBO to its branded Network of Independents. Boca Raton Hosts Holiday Toy Drive Next Month

 

Florida’s Boca Raton Airport will be sponsoring the Toys for Tots Holiday Drive. On December 3rd, new unwrapped toys can be dropped off at seven airport locations: the Atlantic Aviation and Signature Flight Support FBOs; Boca Raton Aircraft Maintenance and Reliable Jet Maintenance MROs; Privaira Private Aviation; the Fairfield Inn and Suites by Marriott Boca Raton; and the airport authority administration building. “This year, we want to collect more toys than before,” explained Airport Executive Director Clara Bennett. “A simple toy can make a major difference for a child who might not receive anything if it weren’t for generous contributions to Toys for Tots.” Click here to read more.
