Legislation Seeks to Standardize Training Programs of the TSA

U. S. Senators Tom Carper (D-DE) and Scott Brown (R-MA), both members of the Homeland Security and Governmental Affairs Committee, introduced S. 3866, the Aviation Security Innovation & Reform (AIR) Act to enhance the safety of American airports by improving air passenger screening programs and bolstering state and local law enforcement partnerships to deter terrorism.

The legislation seeks to standardize the training of the Transportation Security Administration's (TSA) screening workforce by ensuring that every Transportation Security Officer receives increased baseline training nationwide and anti-terrorism training with annual re-certifications.

 FAA Publishes Winter 2010-2011 De-icing Tables

The FAA has published the Holdover Time Tables for the 2010-2011 winter season.  This document provides essential information for those operators with FAA-approved de-icing programs and is also useful for all operators that utilize de-icing fluids.

FAA Acknowledges ACSF Audit Standard To Evaluate SMS

The FAA has acknowledged the Air Charter Safety Foundation's Industry Audit Standard as a tool to validate a company's safety management system (SMS). In the recently released FAA Advisory Circular (AC) 120-92A, "Safety Management Systems for Aviation Service Providers," the Air Charter Safety Foundation (ACSF) is listed as a source for providing a third-party evaluation for SMS.  

"We are pleased that the FAA has acknowledged that our audit standard can be used to validate a company's SMS," said ACSF Chairman Jim Christiansen.

The ACSF Industry Audit Standard (IAS) comprehensively evaluates both an air charter operator's or shared aircraft ownership company's SMS and its FAA regulatory compliance. The IAS consists of a rigorous review of an operator's processes and procedures, and regulatory compliance, as well as the business' implementation of, and adherence to, an SMS.

"We designed the ACSF audit program to be a single, comprehensive standard for the charter and shared aircraft ownership industry," added Christiansen. "Our listing in the advisory circular is further acknowledgement of our program's credibility."

In 2009, 24 audits were completed and another 32 audits will be completed in 2010. The Foundation will soon be announcing a series of new operators that have successfully completed their audits and made the ACSF IAS registry.

With the ACSF IAS the charter consumer can be assured that audited and registered operators are compliant with the highest standards of safety and compliance. Customers should look for the ACSF IAS-registered logo and encourage their preferred charter provider to participate in the program. 

ACSF makes its operator registry and key company details available at no charge, so verification of IAS registration is quick and easy. Charter consumers can view the registry at www.acsf.aero/registry.

 Do You Know When to Re-register Your Aircraft?

The FAA's effort to re-register all aircraft has begun. Regulations altering the registration process and requiring registration renewal every three years took effect on October 1.

In accordance with the mandatory re-registration of all aircraft currently on the registry, the FAA should have begun mailing notices to the first group of aircraft targeted for re-registration.

Aircraft that were originally registered in the month of March, regardless of year, will have their registration expire on March 31, 2011. The owner should receive a postcard explaining the need to re-register and that the re-registration process needs to be completed prior to January 31, 2011, to ensure delivery of a new certificate prior to the expiration of the old certificate. Other months are as follows:
