The Senate voted 89–4 to advance legislation that would fund federal agencies largely at current levels through December 11, clearing an initial procedural hurdle toward avoiding an October 1 government shutdown. The Senate and House must still approve identical legislation before the fiscal year ends.

Separately, Senate leaders filed cloture on David Cummins’ nomination to serve a five-year term as administrator of the TSA, setting the stage for a confirmation vote. Cummins, a transportation technology and government services executive, advanced from the Senate Commerce Committee by a 15–13 vote on July 22.
