The FAA has extended the public comment period for draft FAA Order 5100.38E, Airport Improvement Program Handbook, through August 31, 2026. The updated handbook would replace Order 5100.38D, Change 1, and incorporates statutory and policy changes resulting from the FAA Reauthorization Acts of 2018 and 2024.
NATA has submitted comments on the draft handbook. Airport sponsors, aviation businesses, and other stakeholders are also encouraged to review the proposed changes and provide feedback on how the revised policies and procedures may affect Airport Improvement Program eligibility, project planning, grant administration, procurement, and airport development.
Comments should reference Docket FAA-2026-4006 and may be submitted through Regulations.gov or directly to the FAA at AIPhandbook@faa.gov.
