The FAA is seeking comments on a proposed rule to modernize certification standards for transport category airplanes under 14 CFR Part 25, including updates that would codify certain interior, cabin arrangement, evacuation, placarding, and security requirements that have historically been addressed through exemptions, special conditions, or equivalent level of safety findings.
NATA members involved in aircraft completions, modifications, charter operations, executive aircraft use, and certification work may want to review the proposal, particularly the new provisions for non-commercially operated and low-occupancy airplanes. The changes could affect how certain cabin interiors, interior doors, passenger amenities, aisle access, emergency exit access, and related safety requirements are handled during certification. Comments are due August 25, 2026, under Docket No. FAA-2026-0430.
