The FAA has released a draft update to Order 5100–38, the Airport Improvement Program Handbook, and is requesting public comment by August 17, 2026. Once finalized, Order 5100–38E will replace the current handbook issued in 2019 and incorporate updated legislative and policy changes. The revised handbook is intended to clarify statutory requirements, streamline guidance, reduce redundancies, and improve the administration of AIP funding for airports, state block grant participants, consultants, and other stakeholders.
