The FAA Safe Air Charter Team supported a March 31 “See & Avoid” session at the 60th Annual Air Law Symposium in Dallas, Texas, with Greg Lander of COATS Aviation Law leading the presentation on identifying and preventing illegal charter operations.
Using real-world case examples, the presentation showed how illegal charter can take many forms, including sham dry leases, flight department companies, and improper cost-sharing arrangements. The session also addressed key regulatory concepts such as operational control and common carriage, helping attendees better understand how illegal charter issues arise in both legal and operational settings.
