NATA Opposes Public Cargo Manifests

As the Senate and House make progress on separate National Defense Authorization Act (NDAA) bills, NATA joined a coalition of 8 national associations opposing public disclosure of aircraft, rail, and vehicle cargo manifests. In a letter to Armed Services Committee leaders, the coalition warned that an amendment by Senators Bill Cassidy (R-LA) and Sheldon Whitehouse (D-RI) would make manifests accessible to foreign competitors, adversaries, and crime syndicates. “By mandating the public release of sensitive supply chain information, the amendment poses significant harm to American businesses and industry, undermines fair competition, and creates serious economic and national security risks,” the coalition wrote. The House passed its NDAA bill without the amendment last week, but the Cassidy-Whitehouse Amendment could still be considered when the Senate bill sees floor action. The annual NDAA is considered “must pass” legislation by both parties.
