This requirement, established by Airlines for America, A4A Bulletin 2024.3 (issued October 4, 2024), mandates that all into-plane refueling operators servicing commercial airlines provide their transition plans by January 15th, 2025.
Key Points to Remember:
January 15th:
- Is NOT the date by which equipment must be converted to a new filter technology.
- IS the date by which refueling operators must submit their transition plans, outlining how they will replace filter monitors with alternative filtration technologies.
Transition Plan Requirements:
- Identify each piece of aircraft fueling equipment (i.e.: fuel trucks) that services airlines AND is equipped with filter monitors.
- Specify the alternative filtration technology to which each unit equipped with filter monitors will be converted and estimated completion dates.
Acceptable Filtration Technologies (per Spec 103: Jet Fuel Quality Control at Airports, Revision 2023.1):
- Filter Water Separators (FWS): Must meet EI 1581, latest edition.
- Dirt Defense Filters (DDF) with Electronic Water Sensor (EWS) System: Must meet EI 1599 (DDF) and EI 1598 (EWS), latest editions.
- Water Barrier Filters (WBF): Must meet EI 1588, latest edition.
