Operational Update—FAA Emergency Order Impacts to General Aviation

Last night, NATA alerted its members to FAA NOTAMs that temporarily prohibit general aviation and nonscheduled domestic operations at 12 major U.S. airports through December 31, 2025. These restrictions stem from the agency’s Emergency Order, which aims to manage controller workload during the ongoing federal government shutdown.

Today, NATA has been coordinating with our members and FAA leadership to assess the impacts of the Agency’s Emergency Order and associated NOTAMs on general aviation operations. FAA has communicated that full access to restricted airports will be restored once the Order is lifted. FAA also clarified that the Order does not impact international part 135 operations; operators of international flights should call the FAA Command Center number listed in the NOTAM to request clearance well in advance. In addition, operators should continue to monitor airport conditions and adjust flight plans as able and needed.

NATA encourages members to plan proactively for all flights during this period—advise clients of potential delays, review NOTAMs thoroughly before each operation, and check back frequently as these NOTAMs are subject to change. The FAA has indicated it is closely monitoring compliance, and operators attempting to avoid the NOTAM requirements will be investigated. As responsible partners in the National Airspace System, NATA members exemplify the cooperation and professionalism that keep our aviation system safe and efficient during challenging conditions.

At this critical time, funding the government and restoring full FAA operations remains the top priority. NATA emphasizes compliance, cooperation, and safety as essential to supporting air traffic controllers and maintaining the integrity of the National Airspace System.
