Appropriators Call for $17.7 Billion in Budgetary Resources for FAA in Fiscal Year 2019
|
|
Last Tuesday, House Appropriations Committee leadership released the text of its fiscal year 2019 Department of Transportation appropriations bill. The bill provides $17.7 billion for the Federal Aviation Administration (FAA), to include $1.3 billion for NextGen programs and $168 million for the Contract Tower program. “This bill will provide a much-needed boost in funding for improvements in our infrastructure system – whether it is roads, rail, transit systems, or air and waterways,” stated Committee Chairman Rodney Frelinghuysen (R-NJ) in a press release. The bill builds on the investments made in the fiscal year 2018 omnibus agreement, and provides the FAA “targeted increases above the budget request to accelerate critical NextGen air traffic control modernization projects,” Subcommittee Ranking Member David Price (D-NC) noted. The Transportation, Housing and Urban Development (THUD) Subcommittee approved the legislation last Wednesday, and it now heads to the full Committee for consideration.

NATA and Other Leading Aviation Organizations Draft Advisory Circular for Remote Technology Use
|
|
On May 28, an industry Media Luncheon will be held to launch a plan to help advance the development and adoption of Sustainable Alternative Jet Fuel (SAJF). The initiative reflects our industry’s long-standing commitment to emissions reduction, including the stated objectives of achieving a two-percent improvement in efficiency per year from 2010 until 2020, carbon-neutral growth from 2020 onwards, and a 50-percent reduction in carbon emissions by 2050, relative to 2005.
The event will be held in conjunction with the 2018 European Business Aviation Convention & Exhibition (EBACE2018), taking place the same week at Geneva’s Palexpo and Geneva Airport.
As part of the launch, a new product – “Business Aviation Guide to the Use of Sustainable Alternative Jet Fuel (SAJF)” – will be unveiled. Learn more about the plan and event here. NATA will also present on SAJF during its 2018 Aviation Business Conference Reception.

NATA Leadership Discusses GA Challenges and Opportunities at Industry Events in San Diego and Springfield, IL

Last week, NATA President Marty Hiller and Executive Vice President Tim Obitts were featured panelists at the National Aircraft Finance Association’s (NAFA) 47th Annual Conference in San Diego, CA. Marty joined a panel of other leading general aviation association executives to discuss the State of the Aviation industry in 2018. That afternoon, Tim served on a panel discussing the New Tax Law and its impact in Business Aviation and Lending.
On Wednesday, May 23, Tim will provide opening remarks to attendees of the 2018 Illinois Aviation Conference.

Help the FAA Provide Accurate Information on Aviation Activity and Safety

The 40th annual General Aviation and Part 135 Activity Survey (GA Survey) is underway! The FAA’s annual GA Survey is the only government source of information on the general aviation fleet, the number of hours flown and the ways people use general aviation aircraft. The data helps determine funding for infrastructure and service needs, assess the impact of regulatory changes and measure aviation safety. If you are selected to complete this year’s survey, you should have received a postcard invitation to participate. You can complete the survey online, or submit the survey form that was mailed to you in the enclosed postage-paid envelope. Your responses will be used for statistical purposes and will not be published or released in any form that would reveal an individual participant. NATA-Med powered by AirDocs improves operational safety and provides inflight assistance 24/7. This Program — resourced by actual flight surgeons — was created by Harvey Watt & Company, in conjunction with former NASA/Space Shuttle Recovery Team Senior & Chief Flight Surgeons, and US Space Command/USAFR Senior Flight Surgeons.
The Program assists Part 135, Part 125, Part 91 and Part 91K operators before, during and after flights:
- Preflight coverage includes the creation and maintenance of on-board medical kits appropriate for each aircraft and its mission, crew medical kit training, flight planning with real-time medical and travel information for locations on itinerary and Go/No Go Assessments.
- Users receive inflight emergency advice, provided by flight surgeons.
- Post flight, the Program can coordinate ground medical assets and evacuations when appropriate and incident documentation reporting will be provided to management within twenty-four hours of the event.

NATA Offers Three Upcoming Safety 1st Professional Development Events

On July 31-August 1, NATA Safety 1st will hold its popular Advanced Line Service (ALS) Workshop at Austin Executive Airport in Texas. This workshop is designed to develop your line service team into the next leaders of your company. In addition to fuel quality control, the agenda includes sessions on motivation and leadership techniques, customer service and fire safety training, and the impact of human factors on aviation ground handling. The second annual NATA Safety 1st Ground Handling Safety Symposium will return September 11-12 at the NTSB Training Center in Ashburn, VA. The Symposium is a two-day event developed by the NATA Safety Committee to promote safety at FBOs and other general aviation ground handling businesses/operations. The symposium is designed for aviation professionals, including directors of safety, line service managers, operations managers and flight departments — any stakeholder responsible for ensuring the safe handling of aircraft. On September 18-19, NATA Safety 1st will hold its new Certified QC Inspector Workshop at Wilson Air in Charlotte, NC. This workshop will provide attendees with a comprehensive education in everything fuel handling related, including topics such as fuel characteristics, filtration, sampling & testing, maintenance and setting up a conformant inspection program. The program features both classroom instruction and hands-on experience in the most common fuel quality control tasks. Additionally, attendees will receive instruction on developing internal QC training programs that assures all refueling personnel understand the basics of aviation fuel handling and quality management. Weather Modification International and Fargo Jet Center Receive Validation of Amended Supplemental Type Certificate from Civil Aviation Administration of China for King Air 200/300 Mounted Cloud Seeding Equipment

Last week, the Weather Modification International (WMI) and sister company Fargo Jet Center (FJC) announced that they will receive Validation of Amended Supplemental Type Certificate (VSTC) from Civil Aviation Administration of China for King Air 200/300 mounted cloud seeding equipment.
This VSTC was previously approved in December 2015 through the review and validation process China authorities follow when approving modifications to foreign aircraft. The now completed Amendment to this original VSTC allows for more extensive modifications and additional equipment to include:
- Dropsonde atmospheric sounding launcher
- Ice rate meters
- Various external cameras
- Airborne Stepped Frequency Microwave Radiometer (SFMR)
- Additional canister mounted cloud physics instruments
