NATA Participates in FAA/Industry DEF SRM Meeting
|

Last month, NATA staff attended a two-day diesel exhaust fluid (DEF) safety risk management (SRM) team meeting in Washington, D.C. Meeting participants, including representatives from the FAA and industry, conducted a safety risk assessment of the hazards associated with inadvertent contamination of jet fuel with DEF. Over the past year and a half, there have been three events resulting in turbine-powered aircraft experiencing engine shutdowns and engine operability issues due to inadvertent filling of fuel truck anti-icing injection system reservoirs with DEF instead of fuel system icing inhibitor (FSII) by FBO line personnel. During the two-day safety meeting, FAA and industry stakeholders identified hazards, assessed the risks, and outlined mitigations and recommendations. Over the coming months, the agency will be reviewing the hazard analysis worksheet and drafting a SRM report that is expected to be completed in August 2019.
Last month, NATA, in conjunction with an industry-led working group, released recommendations for aircraft operators, fixed base operators, fuel suppliers, and other stakeholders to mitigate the possibility of DEF contamination in jet fuel. DEF is a colorless liquid, injected directly into the catalytic convertor in diesel engine light- and heavy-duty vehicles to meet stringent EPA emission control standards. When mistakenly added to aircraft jet fuel, DEF crystallizes and clogs fuel systems leading to engine failure.

Mitsubishi Heavy Industries to Acquire Canadair Regional Jet Program from Bombardier Inc.

|
Bombardier announced it has completed its aerospace transformation, entering into a definitive agreement whereby Mitsubushi Heavy Industries will acquire Bombardier’s regional jet aircraft program. The transaction is currently expected to close during the first half of 2020.
This strategic move enables Bombardier to better focus on two strong pillars: Bombardier Aviation, a world-class business jet franchise with market-defining products and an unmatched customer experience; and Bombardier Transportation, a global rail business.
Bombardier is a major player in the aerospace industry with three industry leading aircraft families – Learjet, Challenger, and Global – offering a total of 10 models. Bombardier Aviation currently has a workforce of approximately 17,000 aerospace specialists at engineering, manufacturing, and production facilities in Canada, the United States, and Mexico.
Said Alain Bellemare, President and Chief Executive Officer, Bombardier, “with our aerospace transformation now behind us, we have a clear path forward.”

Last week at the Wichita Aero Club (WAC) luncheon in Wichita, KS, NATA President Gary Dempsey gave a talk on the state of the industry and how the Association is responding to and interacting with the issues of the day. Founded in October of 2008, the WAC, whose membership has grown to include more than 40 companies and organizations comprised of leaders and representatives of the Wichita aviation community, hosts regular luncheons featuring a variety of aviation industry leaders.
“Many thanks to the Wichita Aero Club for inviting me to participate in their Luncheon series. Meeting and speaking with members of the aviation industry around the country is incredibly valuable to NATA, and I was glad to give an update on the Association’s current initiatives,” stated Dempsey.

Zuccaro Retiring from HAI
|
|
Last week, the Helicopter Association International (HAI) announced that their long-serving President and CEO, Matt Zuccaro, will be retiring, effective June 30, 2020. Zuccaro has led HAI since November 1, 2005.
National Air Transportation Association (NATA) President Gary Dempsey said, “on behalf of NATA, I would like to congratulate Matt on his retirement announcement. Matt has a positive leadership style and is an important friend to NATA and aviation businesses worldwide. Anyone replacing him has some big shoes to fill!”
During his career, Zuccaro held several executive and operations management positions with commercial, corporate, air tour, scheduled airline, and public-service helicopter operations in the northeastern U.S. He holds airline transport pilot and certified flight instructor-instrument certificates for both airplanes and helicopters. He is a recipient of the HAI Pilot Safety Award for 10,000 hours of accident- and violation-free flight hours, and numerous other industry awards for his efforts and commitment to the helicopter industry.

FAA Safety Briefing: Regulatory Roadblock Reduction | GAJSC June 2019 Topic

Leveraging the rapid growth and evolution of technology in the aviation industry can be an important component of reducing general aviation (GA) accidents. The General Aviation Joint Steering Committee (GAJSC) believes that the FAA must continue to find ways to help reduce the cost to install safety enhancing technology. Installation of this technology can offer substantial safety benefits, often with minimal risk. The GAJSC also feels that the FAA needs to identify the appropriate level of certification for installation of risk-mitigating avionics. Successful integration of this technology may help the GA fleet reap the potential benefit of reward with a balanced risk approach.

NATA Aircraft Maintenance and Systems Technology Committee Update
|
| |
The National Air Transportation Association (NATA) Aircraft Maintenance and Systems Technology Committee held a committee meeting June 17th in Washington, D.C. at NATA Headquarters before the Annual Meeting and Aviation Business Conference. The committee received updates from various members of NATA’s leadership team including Jonathon Freye, Vice President of Government and Public Affairs; Tim Obitts, Chief Operating Officer; John McGraw, Vice President of Regulatory Affairs; and Ryan Waguespack, Vice President of Aircraft Management, Air Charter Services, and MROs.
The Committee discussed topics it is working on including the FAA Part 145 rulemaking committee, aircraft ground ramp operations, and how the committee can leverage NATA learning in development initiatives such as Safety 1st to decrease incidents.
During the rest of the week, members stayed on to attend the Aviation Business Conference and to participate on two panels. The panels covered cyber security and new technology regarding eVTOL and other unmanned aircraft activity.

TAC–The Arnold Companies Promotes Joe Gibney and Aaron Fish
|

Today, the Arnold Companies announced the promotion and appointment of two key positions within its aviation divisions, TAC Air and Keystone Aviation, a TAC Air company. Joe Gibney, current Director of Business Development has been appointed Vice President and Chief Operating Officer for TAC Air reporting directly to Greg Arnold, Chairman and Chief Executive Officer of TAC – The Arnold Companies. As a part of his new role leading TAC Air, Gibney will also oversee the business management of Keystone Aviation. Along with Gibney’s appointment, Aaron Fish, current Controller for Keystone Aviation, has been promoted to lead Keystone Aviation as Vice President and Chief Operating Officer reporting to Gibney. “I am excited to take on this strategic leadership role for TAC Air and look forward to partnering with Aaron Fish in his new role leading Keystone Aviation as Vice President and Chief Operating Officer. Gulfstream’s G600 Crosses the Finish Line
|

Gulfstream's newest addition to its lineup, the large-cabin, long-range G600, has earned both its type and production certificates from the FAA, paving the way for deliveries to begin later this year, the manufacturer announced recently. For Gulfstream, this represents its third model to receive both certifications simultaneously, joining the G550 in 2003 and the G600’s smaller sibling G500, which accomplished the feat just last year. “Getting both authorizations on the same day is evidence of the maturity of our G600 production processes and speaks to the safety and reliability of the aircraft’s design,” said Mark Burns, the Georgia-based airframer’s President. “Even more remarkable is the fact that we achieved these simultaneous certifications less than a year after completing another major program, certifying and delivering the Gulfstream G500." He added that the program tallied nearly 100,000 hours of laboratory testing and more than 3,200 hours of flight testing. Read more.

Concord-Padgett Regional Airport Earns International Business Aircraft Standard
|

Last month, Concord-Padgett Regional Airport announced its certification as the 174th IS-BAH Stage 1 registered airport and second fixed-based operator (FBO) in North Carolina. The International Standard for Business Aircraft Handling (IS-BAH) is a set of global industry best practices for business aviation ground handlers that features at its core a safety management system (SMS). Concord-Padgett Regional Airport's began the process in August of 2017, taking 21 months to achieve IS-BAH Stage 1. During this time, the Aviation Department team focused on upgrading equipment, updating the Safety Management System (SMS) program, updating Standard Operating Procedures (SOP) manuals and employee training, and successfully completing an independent audit of operations and changes made to meet IS-BAH standards. "The City of Concord Aviation Department has always been a leader in aviation safety," said Aviation Director Dirk Vanderleest. "We were one of the first airports in the nation to partner with the FAA and complete a SMS program for a general aviation airport. Safety is paramount and IS-BAH reinforces a safety culture for our team members who hope to continue growing in that environment on the path to a Stage II Certificate over the next two years."
