Additional Information On New Helicopter Air Ambulance Rules Available |
|
The FAA has proposed significant changes for equipment, staffing, training and weather minimums for all helicopter air ambulance operations. The agency’s recent Notice of Proposed Rulemaking (NPRM) also includes changes affecting all Part 135 helicopters as well as proposals to alter load manifest requirements for every Part 135 operation (whether the aircraft is fixed-wing or helicopter).

NATA Releases Regulatory Report On Airports SMS NPRM |
|
On October 7, the FAA published a Notice of Proposed Rulemaking (NPRM) in the Federal Register proposing requiring airports that are certificated under Title 14 of the Code of Federal Regulations, Part 139 (14 CFR 139) to develop and implement safety management systems (SMS). NATA staff have reviewed the NPRM and produced a regulatory report outlining the requirements of the proposed rules. This NPRM is open for public comment until January 5, 2011. During the comment period, NATA staff will work with the FAA and the industry to achieve a better understanding for the agency of the proposed rules’ impact on the association’s membership.

Legislation Seeks To Standardize TSA Training Programs |
|
U. S. Senators Thomas Carper (D-DE) and Scott Brown (R-MA), both members of the Committee on Homeland Security and Governmental Affairs, introduced S. 3866, the Aviation Security Innovation & Reform (AIR) Act to enhance the safety of American airports by improving air passenger screening programs and bolstering state and local law enforcement partnerships to deter terrorism.
The legislation seeks to standardize the training of the Transportation Security Administration's (TSA) screening workforce by ensuring that every Transportation Security Officer receives increased baseline training nationwide and anti-terrorism training with annual re-certifications.

Do You Know When To Re-register Your Aircraft? |
|
The FAA's effort to re-register all aircraft has begun. Regulations altering the registration process and requiring registration renewal every three years took effect on October 1.
In accordance with the mandatory re-registration of all aircraft currently on the registry, the FAA should have begun mailing notices to the first group of aircraft targeted for re-registration.
Aircraft that were originally registered in the month of March, regardless of year, will have their registration expire on March 31, 2011. The owner should receive a postcard explaining the need to re-register and that the re-registration process needs to be completed prior to January 31, 2011, to ensure delivery of a new certificate prior to the expiration of the old certificate. Other months are as follows:

NextGen Fact Of The Week |
|
When you hear the word NextGen, it is likely that one of the first things that comes to mind is ADS-B, or aircraft equipage, not the National Airspace System Voice System (NVS). However, upgrades to the NVS are also a part of the technical improvements we know as NextGen.
The NVS is a set of, now obsolete, equipment that provides for intercom, interphone, and radio communications between air traffic control positions. This equipment is slated for upgrade as part of NextGen improvements.
According to the FAA, “Future air traffic operations as envisioned by the Next Generation (NextGen) Air Transportation System will require a new flexible networkable voice communications system with flexible networking capabilities. NVS is the key voice communication component for the NextGen System.”
