 Obama Signs FAA Reauthorization Bill Into Law |
The long-delayed FAA reauthorization bill, H.R. 658, the FAA Modernization and Reform Act of 2012, became public law on February 14, 2012. The legislation provides nearly $16 billion per year to the FAA through fiscal year 2015, and authorizes $3.35 billion annually for the Airport Improvement Program. Final legislation allows the agency to operate without the uncertainty experienced through 23 short-term operating bills over the past five years.

| Congress Creates Yellow Pages Caucus To Reduce Unfair Government Competition |
Members of the U.S. House of Representatives formed the Yellow Pages Caucus in an effort to help ensure that the government isn’t taking over activities that should be performed by the private sector. The caucus is dedicated to reliance on the private sector, rather than the government, to provide commercially available goods and services to the government. This effort will reduce the size and scope of government, and create private jobs.
Not only do federal agencies duplicate the services that can be provided by private business, many also engage in unfair government competition with the private sector. For this reason, Representative John J. Duncan, Jr. (R-TN) and Senator John Thune (R-SD) introduced legislation, H.R. 1474/S. 785 the Freedom from Government Competition Act, to combat unfair government competition with the private sector.
Fourteen members of the U.S. House of Representatives have joined the caucus: Pete Sessions (R-TX), Diane Black (R-TN), Marsha Blackburn (R-TN), Mo Brooks (R-AL), Mike Coffman (R-CO), Jeff Duncan (R-SC), John J. Duncan, Jr., Richard Hanna (R-NY), Nan Hayworth (R-NY), Bill Huizenga (R-MI), Lynn Jenkins (R-KS), Tom McClintock (R-CA), Kevin Yoder (R-KS), and Todd Young (R-IN).

| Aviation Security Advisory Committee Announces Its Leadership |
The Aviation Security Advisory Committee (ASAC), chartered by the Department of Homeland Security (DHS) earlier this year, announced its leadership last week. The committee voted to make Carter Morris, senior vice president of transportation security policy at the American Association of Airport Executives, the ASAC chairman and Bill Cason, director of security for the Coalition of Airline Pilots Associations (CAPA), the committee vice-chairman.
“Morris and Cason bring strong backgrounds in aviation to the table that will be invaluable assets in leading the committee,” said Transportation Security Administration (TSA) Administrator John S. Pistole. “I am confident that their vision for the future of the Aviation Security Advisory Committee will be key in advising TSA as it moves forward with a more intelligence driven, risk-based approach to aviation security.”
The ASAC was chartered by DHS Secretary Janet Napolitano to provide input to the TSA on aviation security issues. NATA Director of Regulatory Affairs Michael France serves as a member of the committee.

| 2012 Meeting Schedule Announced |
The NATA Airline Services Council meeting schedule for 2012 was recently announced. The council will conduct two in-person meetings in 2012 as well as two conference calls. Dates and times for the conference calls will be determined shortly and confirmed with members. Both in-person meetings will be held in the Washington, D.C. area. Details on these meetings can be found below:

NATA has created a new NATA Airline Services Council logo that members can use on company stationery, publications and their Web site.
