The spread of COVID-19 has brought with it some difficult challenges for aviation businesses. The National Air Transportation Association (NATA) will be hosting a webinar with Alison L. Squiccimarro, of the Law Offices of Paul A. Lange, LLC, and Michelle Morgan, of Shackelford, Bowen, McKinley & Norton, LLP, on Wednesday at Noon Eastern. This webinar will discuss how to navigate through the hurdles of this new environment, from supporting your business and employees to understanding the legislation that is being proposed and enacted in response to COVID-19. Alison L. Squiccimarro, of the Law Offices of Paul A. Lange, LLC, focuses her practice primarily on Employment, Litigation, and Insurance. Alison represents employers in connection with breach of employment contract, discrimination, and whistleblower claims in Federal and State courts. Additionally, she represents employers in state and federal agency investigations and proceedings. Alison also counsels employers on developing policies, procedures, and strategies for avoiding and resolving complicated employee-employer conflicts.
Michelle Morgan, of Shackelford, Bowen, McKinley & Norton, LLP, sees herself as her clients’ head coach, working closely with executives and HR professionals to minimize the risk of employment disputes. Her preventive measures include training and counseling on the sometimes-overwhelming body of employment laws and regulations faced by growing businesses. When employment disputes arise, she works closely with her client and litigation team to craft a strategy aimed at a quick, decisive win.

Small Business Administration Disaster Relief Loans
|
|
We’ve been busy advocating for our members on many fronts, including highlighting access to business loans and other funds that may be available to assist in these unprecedented times. To that end, NATA recently learned that all small businesses impacted by the current situation should complete the Small Business Administration Disaster Relief loan application and submit if your state is declared as such.
Please keep the following points in mind:
- A small business is an organization with 500 or less employees.
- If your state has yet to declare a disaster, it is recommended that you complete the form and have it ready for immediate submission.
- As SBA has never experienced this amount of demand at one time, the sooner the application is submitted the closer to the front of the line your business may be.
- We’re told the process is slow as many millions of businesses are filing applications, please be patient and persistent.
- Both for profits and not-for-profits are eligible to apply.
- Additionally, it may be easier to obtain the limit of $300K. For those looking for more assistance, the process may be more involved.
- Visit https://disasterloan.sba.gov/ela/ to check available states, apply online, and check the loan status.

COVID-19: Guidance for FBOs and Ground Handlers
|

Last week, NATA’s Safety
Committee released guidance to
FBOs and other business aviation ground handlers in managingon
how to manage through the COVID-19 pandemic health crisis.
This guidance
provides basic facts about coronavirus, operational guidance for management and
personnel, aircraft handling safety measures including managing aircraft with
medical passengers and lavatory servicing, also action steps for emergency
supplies, cleaning and disinfecting, and social distancing.

Latest Coronavirus Resources – Including Daily Legislative Briefing
|
|
NATA is working with Monument Advocacy to bring our members detailed reports on legislative developments on the federal, state/local, and international levels. This report can be found each evening on NATA’s Coronavirus Resource webpage.
NATA continues to monitor ongoing government provisions and industry guidance issued dfor aviation businesses affected by the COVID-19 outbreak. The situation is extremely dynamic, and members are urged to review information from all sources to ensure awareness of the latest restrictions and provisions.

NATA Is Actively Communicating with Government Leadership in Support of the General Aviation Industry During COVID-19 Pandemic
|
|
Last week, NATA joined a broad coalition in sending a letter to congressional leadership asking them to “act as quickly as possible to financially protect our industry and the livelihood of our employees, who are the backbone of aviation.” Earlier last week, NATA sent a letter to Secretary of Transportation Elaine Chao, co-signed by the Aircraft Owners and Pilots Association (AOPA), the General Aviation Manufacturers Association (GAMA), the Helicopter Association International (HAI), and the National Business Aviation Association (NBAA). The letter stressed the crucial role general aviation (GA) plays in disaster relief and asked that the administration carefully consider our industry’s role if it pursues future domestic restrictions on travel. The same associations were joined by the Experimental Aircraft Association (EAA) in sending a letter to congressional leadership asking for federal assistance for Part 135 and 91K operators.

TSA Guidance on the Use of Expired IDs
|
|
If your driver's license or state-issued ID expired on or after March 1, 2020, and you are unable to renew at your state driver’s license agency, you may still use it as acceptable identification at the checkpoint. TSA will accept expired driver’s licenses or state-issued ID a year after expiration or 60 days after the duration of the emergency, whichever is longer. Read more.

In response to the COVID-19 outbreak, the U.S. Department of Transportation (DOT) released a new document today, March 23, 2020, on DOT testing guidance:
This guidance document provides clarity to DOT-regulated employers, employees, and service agents on conducting DOT drug-and-alcohol testing given concerns about the Coronavirus Disease 2019 (COVID-19). We, as a Nation, are facing an unprecedented public health emergency that is straining medical resources and altering aspects of American life, including the workplace. The Nation’s transportation industries, which are not immune to the impacts and disruptions resulting from the spread of COVID-19 in the United States, are playing a vital role in mitigating the effects of COVID-19.
DOT is committed to maintaining public safety while providing maximum flexibility to allow transportation industries to conduct their operations safely and efficiently during this period of national emergency.

In light of the current situation regarding COVID-19, NATA has decided to postpone the Certified QC Inspector Workshop scheduled for April 7th and 8th, in
Chesterfield, MO, and the FBO Success Seminar scheduled for April 15th
and 16th in New Orleans, LA.
The health, safety, and well-being
of all our event attendees, staff, and speakers are of the utmost importance. We

Opens New Facility
|
|
Carlsbad
Jet Center has announced the opening of its elegant new executive terminal at
McClellan - Palomar Airport (KCRQ) in Carlsbad, CA. Carlsbad Jet Center
replaced the Magellan Aviation operation in January 2019 with new ownership and
management. Josh and Julia Hochberg, also owners of Sonoma Jet Center (KSTS),
are managing the operation with their continued dedication to safety, customers,
and community. “It’s been a fantastic year of growth in Carlsbad,” said Josh
Hochberg. “Everyone has welcomed us with open arms and we are enjoying working

Completes Major Taxiway Rehab Project
|
|
Los
Angeles-area business aviation hub, Van Nuys Airport, has completed a nearly $30
million reconstruction program on its Taxiway B. The 14-month project was
completed on time and on budget, according to Los Angeles World Airports
(LAWA), which manages the facility.“Van Nuys
Airport plays in integral role in our nation’s air transportation system, and
we are committed to delivering to a gold standard in every aspect of
operations, safety, and facilities, and the reconstruction of Taxiway B helps
us do just that,” said LAWA’s Interim CEO Justin Erbacci. Read more.
