 Byer’s Blog – It’s Time To Put The IRS In Its Place! |
NATA Vice President of Government & Industry Affairs Eric R. Byer is urging all members to contact their congressional officials to put a stop to the IRS’ efforts to impose commercial taxes on fees charged for aircraft management services and repeal the burdensome fuel fraud tax.

On April 12, 2012, the Alliance for Aviation Across America released a letter on behalf of Idaho Governor C.L. “Butch” Otter requesting President Obama to recognize the importance of general aviation to local communities and economies in Idaho and across the country.
The governor pointed out that the industry is facing onerous “user fee” taxes that could be detrimental to the industry and would negatively impact the economy. In March, he signed into Idaho law a bill that exempts aircraft parts, supplies and maintenance from the state’s sales and use taxes.
Governor Otter joins a list of state and local officials who have asked the Obama administration to recognize the vital importance of general aviation. This year alone, a letter from 100 mayors in 48 states was sent to the President deprecating attacks on general aviation, and 37 states have issued proclamations highlighting the positive impacts general aviation has in their states.

| ACSF Receives FAA Approval For ASAP Demonstration Program |
The Air Charter Safety Foundation (ACSF) has received approval from the FAA as an aviation safety action program (ASAP) manager and to conduct a demonstration program for on-demand charter operators. The program will begin with two charter operators under the jurisdiction of the FAA Minneapolis Flight Standards District Office (FSDO), and will eventually expand to other charter operators in the FAA Great Lakes Region that are interested in participating in the ACSF ASAP program.
“We are extremely pleased that the FAA is allowing the ACSF to offer this invaluable safety tool to charter operators,” said ACSF Chairman Jim Christiansen. “Companies using ASAP have benefited greatly by learning about and resolving safety issues before an unfortunate safety event occurs.”
An ASAP is a reporting program that allows employees of participating air carriers and repair station certificate holders to identify and report safety issues to management and to the FAA for resolution, without fear that the FAA will use reports accepted under the program to take legal enforcement action against them, or that companies will use such information to take disciplinary action.
“The ACSF appreciates the support and hard work of the FAA Great Lakes Region and Minneapolis FSDO staff that made this program a reality,” noted Christiansen. “We believe this effort will raise the safety bar in the on-demand charter industry.”
The objective of the ACSF ASAP program is to expand to other FAA regions, and to encourage charter operators that lack the resources to establish their own ASAP program to participate and benefit from this valuable safety tool.

The Community Relations Toolkit is a handbook for expanding community outreach efforts to airport neighbors and key stakeholders. It is through an effective community relations plan that an aviation business owner or airport manager can detect, in the early stages, concerns or issues within the local public that need to be addressed.

The summit provides an important opportunity to learn about the Part 135 regulatory landscape straight from industry experts and government officials.

McDonnell Space Hangar, which currently features the Space Shuttle Enterprise, the Gemini VII space capsule, the Mobile Quarantine Unit used upon the return of the Apollo 11 crew, and a Redstone rocket.

| NATA Names Greenberg Business Management Committee Chair |
Last week, NATA announced that Brett A. Greenberg has been named chairman of the NATA Business Management Committee. As chairman, Greenberg will coordinate with NATA staff and the association's membership in developing a strategic direction for the Business Management Committee. The committee was formed to develop programs and services that achieve both the committee's purpose and provide on-going oversight of NATA member-service programs.
In his current position, Greenberg's duties fall within the scope of general oversight of Galaxy Aviation's chain of FBOs. Greenberg has a Bachelor of Business Administration from Mercer University and Master of Business Administration from Georgia State University and is a private instrument, multi-engine commercial pilot.
"We are very pleased to have Brett as chairman for the NATA Business Management Committee," said NATA Director of Membership and Business Development Daniel Gurley. "His vast experience in FBOs and the general aviation industry will bring a unique perspective for leading this committee."

| NATA Names Moylan Environmental Committee Chair |
Last week, NATA announced that it had named Patrick Moylan as the chairman of the association’s Environmental Committee. Moylan is the director of health, safety, environment and security for Signature Flight Support and has been an active participant on the Environmental Committee for the past two years.
“We are very pleased to have Patrick as chairman for the NATA Environmental Committee” said NATA Director of Regulatory Affairs Michael France. “His experience in practical environmental issues affecting aviation businesses makes him a perfect fit for leading this committee.”
