 NTSB Amends Rules Of Procedure |
In two sets of final regulations published last week, the National Transportation Safety Board (NTSB) announced changes affecting the rules of practice for reviews of certificate actions taken by the FAA.
The first set of regulations addresses the implementation of changes necessitated by the Pilot’s Bill of Rights while the second responds to issues related to reviews of emergency enforcement action by the FAA and other matters.
Regarding how the NTSB handles reviews when the FAA has issued an emergency determination, NATA’s prior comments had sought to amend the NTSB’s regulations that currently required law judges to assume that all FAA allegations are true. The NTSB did not adopt the changes proposed by NATA and other industry groups; however, it did change the regulation in such a way as to permit the law judge to “permit evidence, if appropriate pertaining to the propriety of the emergency determination…”
Both sets of regulations were published in the Federal Register on October 16, 2012.

The Honorable Sean O’Keefe, chairman of the board and CEO of EADS North America, and the Honorable Deborah A.P. Hersman, chairman of the Transportation Safety Board have been added to the agenda for the NATA Aviation Business Roundtable on November 12-13, 2012, in Arlington, Virginia.
The roundtable is a two-day meeting assembling the top business leaders from all segments of this country’s aviation community to meet with key federal and congressional officials. Attendees include chief executives from airline services providers, manufacturers, charter operators, fuel companies, fixed base operators, flight training facilities, and fractional aircraft ownership organizations.
Other speakers include FAA Acting Administrator Michael P. Huerta and Transportation Security Administration Administrator John S. Pistole, as well as Olympic Hall of Famer Bruce Jenner.
The program will begin Monday, November 12, at noon and conclude Tuesday, November 13, by 2:00 p.m. Additional agenda details will be provided in the coming weeks. The registration fee for this exclusive leadership event is $2,000.
Events will take place at the Ritz-Carlton Hotel, Pentagon City. A block of guest rooms has been secured, and attendees are responsible for making their own hotel reservations. Please contact the hotel directly.

| General Aviation Recognized For Contributions To Alabama’s Economy And Communities |
National general aviation organizations recently welcomed Alabama Governor Robert Bentley’s proclamation declaring October 2012 as “General Aviation Appreciation Month.” All across Alabama, general aviation is a vital transportation resource that ties individuals, businesses and communities together. Twenty-seven of NATA’s member companies reside in a state that has approximately 235 airport facilities, including 92 public and 8 privately owned airports and heliports. Annually, nearly $800 million in revenue is contributed to the state’s economy as a result of general aviation, according to the Alliance for Aviation Across America.
“Essential services in Alabama such as fire-fighting, law enforcement, and medical transport, among others, all rely heavily on general aviation,” stated NATA President and CEO Tom Hendricks. “This proclamation helps to raise awareness of the importance of general aviation and local airports in Alabama and across the country.”
The governor has always supported the aviation community, and recently signed a bill that aims to offset the state sales tax for aviation companies that wish to locate or expand in the state. The goal of the bill was to recruit more aviation industries for the state. Back to Top
| NATA Fuel Handling And Quality Control Webinar Series Continues On Wednesday |
“A short note to say the first installment of the Fuel QC Webinar series was excellent. I set up the webinar in our conference room and was joined by our GSE Shop, Fuel QC Technicians as well as FBO Line Service Supervisors and Airline Fueler Supervisor. After the presentation, we conducted our own lessons learned discussions which resulted in the sharing of fuel quality control experiences. We also identified several items we learned during the Webinar to implement and follow-up on. We are looking forward to the next lesson in the series.”

NATA Safety 1st has established the NATA Safety 1st Ground Audit Program and the standards to create a consistent operational safety standard for fixed base operators, airports, and other service providers while increasing the overall safety level of these operations. This program also provides on-demand charter, fractional and corporate aircraft operators with an alternative to costly proprietary audits from these service providers.
NATA's Safety 1st Ground Audit Standard will allow for two levels of certification: a self-certification level and a third-party audit level. All candidates must submit an application to become an auditor and, if qualifications are met, they then need to be trained on the Ground Audit Standard by NATA to be listed as an accredited auditor. FBOs seeking self-certification may submit an employee’s application in order to be considered for the self-certification audit process.

| ACSF To Conduct Auditor Workshop |
The Air Charter Safety Foundation (ACSF) will hold an Auditor Workshop on the ACSF Industry Audit Standard (IAS) on December 5-6, 2012, at the National Transportation Safety Board Training Center in Ashburn, Virginia.
The workshop will benefit:
- Part 135 and 91K operators interested in learning about the ACSF Industry Audit Standard, and using the audit standard to develop their internal audit program
- Auditors seeking ACSF IAS accreditation
- Current ACSF auditors who wish to renew their accreditation status.

| ACSF And FltPlan.com Hold Successful SMS Seminar |
The Air Charter Safety Foundation (ACSF) in partnership with FltPlan.com recently held a one-day informational seminar on safety management systems (SMS) in Dallas, Texas.
The seminar focused on the basics of SMS, current and future regulatory requirements, and tips on how to develop and implement a company-wide SMS.
The attendees, who traveled from across the country, included small to large flight departments, on-demand air charter operators, fractional aircraft management companies, and repair stations.
“We are extremely pleased with the tremendous interest in learning more about SMS and its implementation,” said ACSF President Bryan Burns. “The response and comments from the attendees clearly indicated a desire to know how SMS can benefit their companies.”
The attendees heard from Ken Wilson, president of FltPlan.com, who presented some practical tools to support SMS implementation. “We’ve worked hard to develop a set of tools to assist the smaller operator implement SMS in their company,” said Wilson.

| Support Congressional Candidates Essential To General Aviation – Join NATAPAC Today |
An election year is upon us, which means there is no time like the present to inform congressional candidates of the vital role of aviation businesses in our nation’s economy. User fees on general aviation are an ongoing issue, this time in the form of a $100-per-flight fee that will likely be included in the President’s fiscal year 2013 budget proposal.
NATA supports Members of Congress who have maintained a leadership role on issues important to NATA members by contributing to their congressional campaign. Through NATA’s Political Action Committee (NATAPAC), we are able to contribute to the congressional campaigns of Members of Congress who support aviation businesses, regardless of party affiliation. We must work harder than ever to ensure that Congress does not accept the President’s user fee proposal or target general aviation unfairly with negative policies.
Ultimately, we need your contributions to NATAPAC today! No contribution is too small; however, political action committee requirements prohibit more than $5,000 annually to a single PAC. In order to contribute to NATAPAC, all members must complete a brief solicitation authorization form that allows NATAPAC to ask for contributions. This is a quick and easy process.
