Bonus Depreciation Legislation Reintroduced in Congress
Last week, Representative Pat Tiberi (R-OH) reintroduced legislation (H.R. 2510) to make permanent the immediate expensing of 50% of new investments in equipment and software. Immediate expensing, or bonus depreciation, expired at the end of 2014 and similar legislation authored by Rep. Tiberi was approved by the House of Representatives in 2014. NATA President and CEO Tom Hendricks urged the House Ways and Means Committee to give it prompt consideration stating: "The legislation’s permanent extension of 50% expensing for new equipment and software will assist the general aviation sector by encouraging aviation businesses to make immediate capital investments in the U.S. economy.” Senate companion legislation is expected to be introduced shortly after the Memorial Day congressional recess.
NATA Joins Other GA Groups in Support of Veterans Flight Training
On Tuesday, NATA joined six other GA groups in a letter to the House Veterans Affairs Committee opposing legislation (H.R. 476) to cap reimbursement to veterans for flight training conducted through public institutions. The legislation is in response to press reports concerning the per student reimbursement rates for program participants at certain schools. The letter points out that "Many of the veterans currently working toward their commercial pilot licenses matriculated based upon the promise of full tuition benefits for pilot training after completing their active duty service. Now that they have fulfilled their duty and honored us with their service, veterans in these programs dream of an aviation job and work hard to attain that goal — making sacrifices to achieve that commercial pilot license and counting on Congress to stand behind promises made."
NATA Participates in the GAJSC SAT Meeting with FAA and Industry
Last week, NATA participated in a General Aviation Joint Steering Committee Safety Analysis Team (GAJSC SAT) meeting with FAA and industry stakeholders. The GAJSC SAT focuses their efforts on researching, analyzing and developing mitigation strategies related to GA safety issues. The committee reviewed the status of the safety enhancements and discussed communications and social media outreach initiatives. House Aviation Subcommittee Reviews Airport Financing and Development
Last week, the House Aviation Subcommittee held a Roundtable with industry stakeholders on airport financing and development as part of ongoing discussions on reauthorizing the FAA. Representatives from the airlines, FAA, private business and airports discussed proposed passenger facility fee (PFC) increases and the potential negative effects on airport-airline relationships. Subcommittee Chairman Frank LoBiondo (R-NJ) urged all sides to work together toward a resolution.

The 37th annual General Aviation and Part 135 Activity Survey (GA Survey) for reporting on calendar year 2014 is underway. The FAA’s annual GA Survey is the only source of information on the general aviation fleet, the number of hours flown, and the ways people use general aviation aircraft. These data help to determine funding for infrastructure and service needs, assess the impact of regulatory changes, and measure aviation safety. The GA Survey is also used to prepare safety statistics and calculate the rate of accidents among general aviation aircraft. World Fuel Services has announced that six new FBOs have joined the expanding Air Elite Network, with nine having been accredited in 2015. The latest members bring Air Elite-accredited locations to 43 around the globe, since the launch of the program by World Fuel Services in late 2011. Read more.
