NATA Legislative Affairs Team Discusses ATC Privatization
|
|
The House FAA bill, containing the controversial proposal to privatize our nation’s air traffic control system, still poses a grave threat to the nation’s general aviation pilots, airports and aviation businesses.
Listen to a podcast with the NATA legislative affairs team who were recently interviewed about the legislation, its status and how events are likely to unfold over the next several weeks.
NATA has provided resources for our members to join the fight against ATC privatization:
- The GA industry has come together to establish an advocacy hotline to reach your elected officials via telephone – 833-GAVoice (833-428-6423)
- NATA’s Legislative Action Center will provide the resources for you to write your elected representatives and contact them via social media. Visit www.nata.aero/actioncenterfor more information.
This is a critical time for general aviation. Your voice is more important than ever and we urge you to act right now and oppose the bill.

NATA Maintenance and Systems Technology Committee Supports Two Draft Advisory Circulars (AC)
|
NATA and its Maintenance and Systems Technology Committee recently reviewed two proposed draft ACs with comment periods ending September 5, 2017. The FAA’s new draft Advisory Circular 91.21-1D Use of Portable Electronic Devices (PED) Aboard Aircraft provides aircraft owners, operators, and the public with information and guidance to comply with Title 14 of the Code of Federal Regulations (14 CFR) Part 91, § 91.21 — established because of the potential for PEDs to interfere with aircraft navigation or communication systems. The draft AC consolidates and describes the required information and processes for an operator to substantiate that the use of a particular PED is acceptable. NATA supports the FAA’s decision to combine the information into one AC, making it easier for owners/operators.
The second new draft Advisory Circular, 119-RFID Operational Use of Radio Frequency Identification Systems Onboard Aircraft, offers guidance for aircraft operators on installing radio frequency identification (RFID) systems and using them in operational/maintenance environments as an alternative means of performing specific aircraft maintenance tasks. This AC allows commercial and general aviation operators to perform or report completion or accomplishment of inspections to confirm components’ identification, configuration, utility, and the security of installation — such as life vests, access panels and other equipment, requiring a security seal for restricted access. NATA praises the new RFID guidance, which will create efficiency and reduce maintenance costs over time while continuing to ensure airworthiness.

Part 23 Rule on Small Airplane Safety Certification Standards Now Effective
|
|
Last year, the Federal Aviation Administration (FAA) announced a final rule to overhaul the airworthiness standards for small general aviation airplanes. The agency’s new Part 23 rule became effective August 30, 2017, changing the FAA’s traditional prescriptive design requirements to performance-based standards.
During its development, FAA Administrator Michael Huerta discussed the rule with NATA members, describing it as a direct result of collaboration between the industry and government to enhance safety and reduce burdens on GA — enabling faster installation of innovative, safety-enhancing technologies into small airplanes, while reducing costs for the GA community. New certification standards were also included to address GA loss-of-control accidents and in-flight icing conditions, and to comply with similar new rules already in effect in Europe.
Register now for this year’s annual Aviation Business Roundtable to hear Administrator Huerta’s insights on the agency’s initiatives, including NextGen modernization, ATC reform, and the FAA's ongoing efforts to improve regulatory consistency across the agency's regions and offices.
