 Contract Tower Program Update |
On March 15, NATA issued the following member update on the contract tower program:
The Senate continues to debate the Continuing Funding Resolution. The Moran Amendment that would avoid shuttering the contract tower program and require the FAA to more fairly and equitably redistribute funding reductions has yet to be considered by the Senate. The amendment, however, is gaining momentum and bipartisan support. If you haven't called your Senators urging their support for the Moran amendment, please do so.
Last week's member update included a message from FAA Chief Operating Officer David Grizzle regarding the contract tower program and the FAA's decision to delay an announcement of its final decision on which towers it will cease to fund. This delay in the announcement is a result of the large number of explanations received from stakeholders regarding adverse effects to the national interest in closing certain towers. During the markup of the Fiscal Year 2014 Budget resolution, Representative Todd Rokita (R-IN) highlighted NATA members Dan and Andi Montgomery of Montgomery Aviation in Indiana. He discussed the impact of FBO businesses such as theirs on the economy and other industries around the country, such as agriculture and medical care. Representative Rokita said that he has often stopped for fuel at Montgomery Aviation and has met the hard working staff at the FBO.

| NATA Member Workgroup to Review International Regulated Garbage |
The U.S. Department of Agriculture (USDA), in partnership with U.S. Customs and Border Protection, administers regulations affecting the handling of garbage generated on certain international flights. FBOs and airline service companies are required to obtain certification from the USDA before handling such garbage and to follow strict rules when handling that garbage.
NATA member companies have expressed concern with the inconsistencies in the process for obtaining certification from the USDA to handle regulated garbage. NATA has established a working group to address this issue and will draw on expertise from across the industry to better identify the problem and propose solutions.

The FAA has issued an update to the Advisory Circular 150/5230-4b, Aircraft Fuel Storage, Handling, Training, and Dispensing on Airports, addendum that lists training providers authorized by the agency to perform the fire safety training required by 14 CFR 139.321. This update, among other changes, finalizes the approval received earlier this year of the NATA Safety 1st Supervisor Online training.
The Supervisor Online training is comprised of eight modules, which when completed, will fulfill the requirements of 14 CFR 139.321 as well as provide advanced training on supervision, leadership and motivation. | Hawaii Governor Declares 2013 the “Year of General Aviation” |
Hawaii Governor Neil Abercrombie recently announced that 2013 will be known as the “Year of General Aviation” across the state. Throughout Hawaii, general aviation is used as a vital resource for business and tourism, keeping the state accessible and connected. The industry serves as a major economic resource for its residents, contributing more than $412 million into the economy every year. Nearly 58,000 jobs are impacted by general aviation in Hawaii.
NATA’s 15 member companies across Hawaii provide essential services to the state’s residents including business development, emergency response, and natural disaster relief. Hawaii is home to 13 public-use airports and one general aviation airport throughout its numerous islands. According to the State of Hawaii Department of Transportation Airports Division, there are approximately 1 million takeoffs and landings per year at Hawaii’s 14 publically accessible airports.

The Air Charter Safety Foundation (ACSF) just completed its annual Air Charter Safety Symposium at the National Transportation Safety Board (NTSB) Training Center in Ashburn, Virginia. The symposium provided two days of presentations and discussions on topics including developing a positive safety culture, safety leadership, and starting an aviation safety action program (ASAP).
The theme for this year's symposium was, "Safety is an Investment: It Pays Dividends." The event drew more than 120 representatives from the on-demand air charter and fractional aircraft ownership community, as well as various aviation industry experts. The major excitement of the symposium was stirred up by the variety of the speakers. Instead of a typical aviation conference line up of "So-and-So Charter Company's Director of Safety" - multiplied by 9 or 10 presentations - this event featured a broad range of professionals from within the aviation industry and outside of our industry, including an Associate Professor of Business Administration from the Darden Graduate School at the University of Virginia, Robert L. Carraway.
Carraway's presentation was one of the most talked about of the entire event. His engaging discussion focused on two prevailing personality types and how each type approach important decisions or risk. These personality types were presented as System 1 and System 2 people.
