NATA Participates in Unleaded Avgas Deployment Meeting
Last week, NATA staff participated in a deployment meeting on the development of unleaded aviation fuel through the Piston Aviation Fuel Initiative (PAFI). Meeting participants, comprised of FAA and industry representatives, discussed how to address deployment issues related to the transition from 100LL to unleaded avgas and issues associated with deploying a new unleaded fuel(s) into the market. The PAFI Program recently completed Phase I: Lab Tests, Emissions & Toxicology Assessments in December 2015 and Phase II is underway, which includes full scale engine and aircraft testing. In late March, the FAA announced fuel formulations from Shell and Swift Fuels were selected for Phase II testing. Phase II testing is scheduled to occur by year’s end through 2018. The next deployment meeting is tentatively scheduled for Fall 2016.

Lawmakers Considering Long-Term FAA Extension
Congress returns this week and will adjourn July 15th in advance of the two national political conventions and its annual summer recess. The biggest aviation agenda item on the plate of lawmakers is how to proceed on FAA legislation in advance of the July 15 expiration of the agency’s current authorization. One idea under active consideration is taking up a long-term extension, perhaps for as long as 15 months, that includes action on a few urgent policy aviation priorities related to safety and security. Such an outcome would not include a proposal advanced by House Transportation Committee Chairman Bill Shuster to create an air traffic control corporation.

NATA and ACSF Host FAA to Discuss Illegal Charter
Last week, ACSF President Bryan Burns and NATA SVP for Government & External Affairs Bill Deere met with FAA officials to discuss illegal charter operations and ways to educate the public and Part 91 and 135 operators about the safety and legal ramifications. Earlier this year, the FAA issued an updated advisory circular highlighting the importance of aircraft lessees understanding operational control and guidance to help lessees avoid entering into illegal commercial operations. NATA, in coordination with members of the Air Charter Committee, submitted comments during the AC’s development that were subsequently adopted.

FAA Issues Draft Order on Consistency and Regulatory Interpretation Initiative
On June 27th, the FAA published Draft Order 8000.RCCB to establish the Regulatory Consistency Communication Board (RCCB) within the Aircraft Certification Service (AIR) and Flight Standards Service (AFS) and define how the RCCB operates. The order derives from the Consistency of Regulatory Interpretation Aviation Rulemaking Committee’s (CRI-ARC) recommendation to address and reduce inconsistent interpretation and application of regulations. NATA’s Maintenance Committee led the creation of the ARC and served as ARC co-chair. The 45-day comment period closes on August 11, 2016.

It’s Getting Hot | Heat Stress and OSHA
With summer underway, temperatures are on the rise with some areas already experiencing record-breaking heat. Although OSHA does not have specific regulations concerning the management of employee heat stress, the General Duty Clause of the 1970 OSHA Act has been used to cite employers that have allowed employees to be exposed to potentially serious physical harm from excessively hot work environments. For more information on OSHA heat stress interpretation and available NATA Safety 1st training, visit “The Safety Net” blog — a great place for trainers and administrators to share thoughts on safety and training issues, ask questions, share comments or even make suggestions for using Safety 1st online training more effectively. The FAA, along with NATA and other general aviation groups, have launched a national safety campaign this flying season called #FlySafe to educate the GA community on how to prevent Loss of Control (LOC) accidents. FltPlan Releases eLogbook Program Redesign
FltPlan recently released a new version of their free eLogbook program with a redesigned user interface and an array of new features. Users can now add photos and documents to any log entry, store instructor endorsements, passenger information to add to eLogbook entries, and add custom wallpaper to the home page. One significant new feature allows users to create an “at-a-glance” overview that graphs flying trends, landings per year, past flights, and flight times. The graph can be easily customized based on aircraft make and model, timeframe, and aircraft type. The new eLogbook program also features a responsive design that allows access to the program on any device — from desktop computer to mobile phone. “If you are already a user of FltPlan.com for filing your flight plans, importing data directly into your eLogbook from the website is simple” said Sarah Wilson, Principal and Director of New Technology and Business Development. “And, since all of the data is stored on FltPlan’s servers and can be accessed without a subscription, pilots can use our eLogbook for a lifetime.” For more information, click here.
