Congress Poised to Extend FAA Authorization

Congress is expected to approve legislation this week extending the FAA's authorization until September 30, 2017. NATA President and CEO Thomas L. Hendricks praised the action stating, “While not a perfect solution, this authorized extension provides stability to the agency and takes action on a number of high priority safety and security issues. Most important,” stated Hendricks, “the legislation does not act on a proposal to corporatize our nation’s air traffic control system. We are pleased that lawmakers ultimately recognized that such a proposal will place general aviation in constant peril, starve rural America of access to cutting-edge technology, and saddle the traveling public with ever increasing fees.”

NATA, Industry Urge Opposition to Proposed Increase in New Jersey Aviation Fuel Tax

NATA, along with other industry stakeholders, sent a letter to the New Jersey Senate in opposition to legislation proposing an increase in the state aviation fuel tax. The groups note that while it is necessary to address highway and infrastructure needs, “this cannot be done at the expense of aviation jobs and air service in New Jersey.” The proposal, currently under consideration in the New Jersey Senate, will raise the state tax on avgas and jet fuel from its current 2 ¾% to 7% and index it annually thereafter to inflation. Recently, the New Jersey General Assembly approved a competing plan rejecting the proposed increase. Earlier this month, NATA President and CEO Tom Hendricks sent a letter to the New Jersey state legislature outlining the implications of an increase to the fuel tax on aviation jobs and investment. NATA’s 75^th Anniversary Social Media Contest | June Winner

In celebration of the association’s 75^thAnniversary, NATA held its sixth monthly contest providing an opportunity for one lucky individual to win a prize. For June’s contest, the association selected a member who joined in 2016 to win a $100 voucher to use toward NATA products, services or events. This month's winner is Shariff Bakar, an aviation student member at California State University, Los Angeles. For July’s contest, the association will offer a free enhanced listing on the NATA Safety 1^st FBO Status Map to a Safety 1^stqualified and/or IS-BAH registered company. NATA created the map to supplement the existing processes used by aircraft operators when selecting an FBO. Listing enhancements are typically $75 (member)/$200 (nonmember) and allow a company to upgrade their existing record by adding a company website, logo, contact information and more.

NATA’s Maintenance Committee Participates in ASTM Committee F46 on Aerospace Personnel

NATA’s Maintenance Committee supports the scope of the F46 Committee to develop and maintain internationally accepted standards and guidance materials for aerospace personnel education, qualification, testing, certification requirements, and continued education concurrent with technological advancement. The ASTM Committee F46 on Aerospace Personnel has four technical subcommittees that develop and maintain standards contributing to all aspects of aerospace personnel education, training, qualifications and certifications. FAA’s New Policy Helps Modernize General Aviation Aircraft and Helicopters

On July 7^th, the FAA released a new policy statement encouraging “general aviation aircraft owners to voluntary install safety equipment on airplanes and helicopters that is not required by the agency’s regulations. It will reduce costs and streamline the installation of Non-Required Safety Enhancing Equipment (NORSEE) into the general aviation fleet.” The agency notes that NORSEE approval under this policy is not an approval for installation on the aircraft, instead it just makes the equipment eligible for installation on the aircraft. The new policy statement applies to CFR 14 Part 23, 27, 29 category and predecessor aircraft. The policy is a result of the work of the General Aviation Joint Steering Committee (GAJSC), in which NATA participates and is comprised of industry and government stakeholders. FAA Issues Updated Advisory Circular on AAIP

Last week, the FAA issued advisory circular (AC) 135-10B, Approved Aircraft Inspection Program (AAIP), canceling AC 135-10A, Approved Aircraft Inspection Program, dated December 22, 1993. The FAA notes the AC provides information and guidance that can be used to develop and obtain approval of an AAIP. 14 CFR Part 135, §135.419 provides for an AAIP, when formally approved by the FAA and “applies to aircraft type certificated (TC) for nine or less passenger seats that are authorized for operations under Part 135. An AAIP benefits air carriers by allowing them to develop and utilize inspection programs more suitable to aircraft in the air carrier’s operating environment than the conventional 100-hour/annual inspections that 14 CFR Part 91 requires.”

Ross Aviation Acquires 6 Former Landmark FBOs

Ross Aviation recently acquired the ownership and operation of six former Landmark Aviation FBOs adding locations in Anchorage, Alaska (PANC); Fresno, Calif. (KFAT); Palm Springs, Calif. (KTRM); Scottsdale, Ariz. (KSDL); Washington, D.C. (KIAD); and White Plains, N.Y. (KHPN). In partnership with another NATA Member, Avfuel Corporation, Ross Aviation President and CEO Jeff Ross states, “We’re excited to once again serve general aviation customers with the acquisition of these six FBOs and we’re working with a great team across the country dedicated to providing better services and a more competitive product.” For more information, click here.

NATA Member Hawthorne Global Aviation Services Hosts Business Aviation Event at RYY

Last month, over 200 people attended a business aviation event hosted by Hawthorne Global Aviation Services, the Cobb County International Airport (KRYY) and the Georgia Business Aviation Association. “We got a great turn out from Atlanta area business travelers, pilots and industry executives, to see firsthand the world class facilities and services at Cobb County International Airport, including our new control tower and on-site customs,” said Dave Kucko, general manager, Hawthorne Global Aviation Services FBO. NATA and Fireside Partners to Present New ERP Workshop

The “Back to Basics: ERP Workshop for Aviation Businesses,” held September 13^th and 14^th at the NTSB Training Center in Northern Virginia, is a training event designed to provide a fundamental understanding of Emergency Response Programs (ERP) for all aviation businesses. The program covers regulatory requirements and industry "best practices," using a combination of classroom learning and practicum exercise. The workshop will include both general sessions addressing the commonalities of building successful ERPs and cultures within any aviation organization, and breakout sessions to provide in-depth learning relevant to each specific line of business. Prepare for Winter Now | NATA Safety 1^st Advanced De/Anti-Icing Training Is Coming to Salt Lake City

On September 20^th and 21^st, NATA Safety 1^stwillhold its new Advanced De-Icing Workshop at TAC Air in Salt Lake City, Utah. The workshop will provide instruction on safety protocols associated with de-icing procedures, advanced de-icing techniques and hands-on de-icing training. All attendees will be provided the Safety 1^st De/Anti-Icing Online Training module which must be completed in advance of the workshop. The preliminary agenda is available here. Commercial Operators Tax Seminar and ALS Workshop Take Place This Week

On July 13^th, the annual Commercial Operators Tax Seminar will take place in Omaha, Nebraska at the Jet Linx headquarters.
