Congress Approves FAA Funding Until December 9 | House Approves Delay in DOL Overtime Regulations

Congress adjourned last Wednesday in advance of the November 8th general election. Before leaving, it approved legislation funding the FAA and other government agencies until December 9th. Congress will return later in November for a post-election — lame duck — session that is expected to complete work on government funding for the balance of the fiscal year. In addition, before adjourning the House also approved legislation that would delay implementation of new Department of Labor overtime regulations from December 1st to June 1, 2017. While welcome by NATA, President Obama has indicated he would veto the legislation if it reaches his desk.

 

 


NATA Praises FAA’s Swift Action on Atlantic Aviation Santa Monica Complaint

 

Responding to a complaint by NATA Member Atlantic Aviation — supported by the association — last week the FAA announced an investigation into a series of recent actions by the City of Santa Monica intended to de facto close the Santa Monica Municipal Airport in advance of the expiration of its 2023 Grant Assurances. NATA President Martin H. Hiller praised the FAA’s response stating, “NATA deeply appreciates the FAA’s quick response in this matter. The agency’s investigation follows on many of the key points made in our recent filing in support of Atlantic Aviation, particularly that the City’s action is in violation of the ‘fair and reasonableness’ requirement of FAA Grant Assurances and that safety at SMO will be compromised. NATA to Comment on FAA Draft AC on Part 91 Approved Inspection Programs

On September 29th, the FAA issued draft advisory circular (AC) 91-AIPRO on Part 91 Approved Inspection Programs (AIP). This AC outlines the procedures to develop and submit aircraft owner- and operator-specific inspection programs in accordance with an inspection program selected under the provisions of Title 14 of the Code of Federal Regulations (14 CFR) Part 91, § 91.409(f)(4) — thereby, satisfying the requirements of § 91.409(g) for review and approval by the FAA. NATA’s Maintenance and Systems Technologies Committee will review the AC and provide comments by the October 27, 2016 deadline. NATA Participates in ADS-B Equip 2020 Meeting

 

On September 29th, NATA staff met with FAA representatives and industry at the Equip 2020 Plenary & Working Group Meeting. During the meeting, the Working Group discussed the General Aviation ADS-B Rebate Program, FAA and industry educational outreach efforts, and the status of non-performing emitters. FAA personnel provided updates to the plenary on current ADS-B Out equipage and avionics performance statistics, the GA Rebate Program initial statistics, and privacy issues at the aircraft level. New Takeoff and Landing Performance Assessment (TALPA) Methods Now in Effect

 

As of October 1, 2016, U.S. airports, airline flight crews, dispatchers, general aviation pilots, and air traffic controllers are now using new TALPA standards “to reduce the risk of runway overrun accidents and incidents due to runway contamination caused by weather and other factors.” The standards were produced with the help of the TALPA Aviation Rulemaking Committee (ARC), and acts as a “new method for airports and air traffic controllers to communicate actual runway conditions to the pilots in terms that directly relate to the way a particular aircraft is expected to perform.” Airport operators will now report runway conditions using the Runway Condition Assessment Matrix (RCAM), which is displayed in a standardized format and is based off of airplane performance data provided by aircraft manufacturers. Free FAA Webinar to Explain Airman Certification Standards

 

The FAA, NATA and others in the aviation industry are working together to create the Airman Certification Standards (ACS). These documents will replace the Practical Test Standards (PTS) for select certificates and ratings. On October 12th, the FAA will host the Airman Certification Standards Explained webinar to provide some historical perspective about the ACS and describe how it is used during a practical test. FAA Fly Safe: Prevent Loss of Control Accidents

 

The FAA, along with NATA and other general aviation groups, have launched a national safety campaign this flying season called #FlySafe to educate the GA community on how to prevent Loss of Control (LOC) accidents. LOC can result when an aircraft enters a flight regime that is outside its normal flight envelope and may quickly develop into a stall or spin. This month’s topic focuses on pilot impairment.

Sugar Land Airport Awarded $12M for Taxiway Improvements

 

NATA member Sugar Land Airport will receive more than $12.2 million from the FAA to improve its taxiway. City officials will use the money to install new lighting and markings along the taxiway and improve drainage at the airport. The work builds upon last year’s $2.8 million project to relocate a hangar at the airport to make way for a wider taxiway. Sugar Land officials have focused on airport improvements as a way to attract company executives. Former Mayor James Thompson said both Fluor, an engineering company and oilfield services giant Schlumberger have large presences in the city because of the ease of flying in and out. For the upcoming Super Bowl, Thompson said officials expect 350 private planes to descend on the airport for the week. Read more.

 
 
  
 


Air BP Appoints Jon Platt as New Chief Executive Officer

 

Air BP recently announced the appointment of Jon Platt as its Chief Executive, effective October 1stBeginning his 27-year tenure as a graduate Chemical Engineer in Refinery & Petrochemicals, Platt brings a wealth of experience from previous leadership roles, which include CEO of BP’s Global Liquid Petroleum Gas business and CFO for the Global Petrochemicals business. “Air BP has a strong focus on safe and reliable operations, growth and supporting the needs of our customers through quality, technical expertise and innovation.” said Platt. “We will continue to be a key business in BP’s growth strategy, deeply committed to the aviation industry, our customers and investment in their future.” Read more
