White House Fiscal Year 2019 Budget Blueprint Calls for ATC Privatization
|

Last week, the Trump Administration released its Fiscal Year 2019 budget blueprint, providing high level detail about the Administration’s proposals related to federal discretionary funding. The proposal reduces overall Department of Transportation funding by 19 percent and includes language outlining support for creating an air traffic control corporation.
In a press statement following the budget release, NATA President Marty Hiller noted that despite strong bipartisan opposition to ATC privatization, “NATA will continue to fight this existential threat to general aviation and the businesses that support this vital community.”
Hiller vowed to work with the Administration and Congress toward a more efficient FAA, “with a priority on educating them about the risks posed by handing over our nation’s air traffic control system to special interests.”

Free to Fly Act Would Permit Greater Foreign Investment in U.S. Air Carriers

Last week, Representative Dave Brat (R-VA), introduced H.R. 5000, the Free to Fly Act, which he asserts will encourage travel and tourism by repealing restrictions that limit the level of foreign investment and control in U.S. airlines and other air carriers, including on-demand charter carriers. Representative Brat’s proposal would eliminate the U.S. citizenship requirement for ownership and control of an air carrier. This would be a significant change in current law and presents some concerns over risks to aviation safety and security. In a press statement following the release, Representative Brat noted that current restrictions “artificially cap foreign ownership in U.S. airlines at 25 percent, which increases the cost of capital and limits consumer choices.” The Free to Fly Act, he states, would therefore require any foreign U.S. airline subsidiaries to be established and regulated under U.S. law, be based in the United States, and only employ American workers. Currently, all U.S. air carriers must be owned and controlled by U.S. citizens.

FAA Fly Safe: Prevent Loss of Control Accidents
|
| |
The FAA, along with NATA and other general aviation groups, have launched a national safety campaign this flying season called #FlySafe to educate the GA community on how to prevent Loss of Control (LOC) accidents. LOC can result when an aircraft enters a flight regime that is outside its normal flight envelope and may quickly develop into a stall or spin. The latest campaign encourages pilots to adopt informal lock out/tag out procedures to ensure awareness of unairworthy aircraft conditions. The FAA also offers 6 steps to prevent loss of control and mitigate flight risks.

Cullman Regional Airport GM Joins NATA’s Airport Business Committee
|

Ben Harrison, General Manager of the Cullman Regional Airport, recently joined NATA’s Airport Business Committee for a three-year term. Harrison has worked at the airport for six years and was promoted to serve as general manager in 2014. Cullman Regional Airport is jointly operated by Cullman County and the City of Cullman. More than 80 aircraft are based at the facility, which operates a 5,500-foot runway and a parallel taxiway. “The committee helps serve as the voice of aviation businesses, and I am honored to be invited to join the committee,” Harrison stated.
“We are excited to welcome Mr. Harrison on the NATA Airport Business Committee,” said NATA’s Executive Vice President and General Counsel, Tim Obitts, in a release. “His years of experience in airport management and his passion for aviation will be invaluable to our committee. ARGUS International Research Analyzes Early-2018 GA Activity

Last week, Argus International released data, indicating business aircraft flying in the U.S. and Canada continued to improve last month — with activity up 4 percent year-over-year — well above the 3.3 percent gain that Argus predicted. The company is forecasting a 3.8 percent rise for February 2018.
Flying by both operator type and aircraft category were up across the board last month. Part 135 activity soared by 8 percent year-over-year, while fractional and Part 91 reported increases of 2.2 percent and 1.5 percent, respectively. By aircraft category, turboprops led the pack, rising 5.5 percent from a year ago, followed by large-cabin jets, up 4 percent; midsize jets, up 3.1 percent; and light jets, up 2.8 percent. Read more.
