NATA Disappointed Trump FY2018 Budget Blueprint Contains Language to Explore Corporatizing ATC
|

Last week, the Trump Administration released a budget blueprint, or “skinny budget” for Fiscal Year 2018 that starts on October 1st. The blueprint would reduce overall Department of Transportation funding by 13 percent and includes language outlining support for creating an air traffic control corporation. “NATA is disappointed the budget blueprint contains language to explore corporatizing air traffic control,” stated NATA President Marty Hiller in a press release. “Separating air traffic control from the FAA simply poses too many leaps of faith,” added Hiller, noting that building walls between FAA’s safety functions and air traffic control responsibilities undermines the integrity of the world’s safest air traffic system. Hiller concluded, “NATA will continue to work with the new Administration and Congress toward a more efficient FAA, with a priority on educating them about the risks posed by handing over our nation’s air traffic control system to special interests.” Additional budget details will be released later in the spring.

NATA Responds to WSJ Op-Ed Piece Advocating for Ride-Sharing Applications and Lowering Flying Safety Standards

A Wall Street Journal opinion piece (March 15, 2017 “An Easy Way to Make the Skies Friendlier”), advocating on behalf of on-line ride-sharing applications like Flytenow, suggests helping disadvantaged private pilots build experience by letting them fly passengers for hire. In a response to the article, NATA President Marty Hiller pointed out, “The authors’ proposal allows pilots with as few as 35 hours, no training for flying in poor weather, no insurance, or even the need to file a flight plan, to carry passengers for hire. Supporters of this proposal continue to try and distract readers by focusing on the technology used to communicate, despite clear direction from the FAA and courts that it isn’t the method but rather the intent and outcome of the communication that matters.” Hiller concluded, “Make no mistake about it, this isn’t internet innovation, it’s just dangerous.”

NATA Files Amicus Brief with Supreme Court in Support of Bombardier
|
|
Today, NATA filed a Friend of the Court brief in support of member company Bombardiers’ request the U.S. Supreme Court review a Fifth Circuit ruling upholding an IRS decision to apply federal transportation excise taxes to the management fees of its then fractional operation subsidiary, Flexjet. The amicus brief outlines the regulatory overreach of the IRS, the conflict created by the Fifth Circuit’s ruling versus other federal courts in similar cases, and the related economic uncertainties the IRS’s varying interpretations is causing within the aviation industry. “NATA’s mission includes supporting our members in instances like these where the Executive Branch has exceeded its statutory authority and the federal courts have created legal interpretations that impact the entire industry. As noted in our filing, the statute the IRS has cited in support of its misguided and inconsistently applied policy is clearly only related to the movement of an aircraft and not its management” NATA President Marty Hiller stated. “NATA hopes the Supreme Court will take up this case and rule in favor of Bombardier. By doing so, the Court will take a large step toward effecting rational tax policy, assisting in efforts to bring certainty to an issue that hangs over our member companies that provide aircraft management services,” Hiller concluded.

Ross Aviation Thermal FBO Appoints New GM

Last week, Ross Aviation announced the addition of Tim Goulet as General Manager of Ross Aviation Thermal (KTRM). Goulet brings 34 years of aviation industry experience to the Ross Aviation team, having most recently worked for Universal Weather and Aviation as its Business Development Manager in the greater Palm Springs area. Goulet also serves as a Board Member of the Southern California Business Aviation Association (SCBAA). “We are excited to have Tim join our team,” said Jeff Ross, CEO of Ross Aviation. “We look forward to working with him in Thermal and benefiting from his expertise.” Read more.

DCA Access FBO Added at Tampa
|

The Signature Flight Support facility at Tampa International Airport (TPA) is now a Gateway FBO for operators authorized under the DCA Access Standard Security Program (DASSP). Through the DASSP, eligible air charter and private aircraft can be authorized to conduct operations at Ronald Reagan National Airport (DCA). Among the additional procedures for such operations is clearing a security inspection conducted at a TSA authorized FBO. The list of DCA Gateway Access FBOs is available here and includes the latest addition of the Signature facility at TPA.
